PHILADELPHIA, July 3. ——Bernard J. Bu-
eno, a member of the banking firm of J.
Bueno & Co. of Santiago de Cuba, 3. cap-
tain in the Cuban army, has just arrived
in this city. In speaking of the Cuban
revolution he said:
“I left Santiago on May 1 with a grOup
of young revolutionists, in response to a
sneer from the Spanish officials that the
str ugglo was one between negroes and
whites, meaning to convey the impression
that the ranks of the insurgents were com-
posed of blacks. We joined the revolu-
tionary army under General Perez. I was
appointed on the latter’ s staff, with the
rank of captain. We have more men than
we need for fighting pin-.poses The Cu-
bans all over the islands are in sympathy
with the revolutionists. I have gone on
foot through all parts of the province 0!
Santiago de Cuba with the revolutionary
troops, and wherever we have been we
were received with open arms. Even the
scouts and guards employed by tho Span-
ish troops keep us posted as to the latter’ 5
movements. In the last war the Spanish
troops used to chase us around from place
to place. Now it is the reverse. We have
to look for them, for they are not inclined
to show much fight. ”
Spain Issues False Reports.
Captain Ducno declares that most 01
'the ofi‘icial reports issued by the Spanish
gover nment are false. “I have known 01
encOunters,” he said, “where the loss on
the Spanish side was 200 men, when they
only acknowledged in their reports a loss
of 18 or 20—11s, for instance, at the en-
counter at J obito. 0111' less at J obito was
14 dead and 32 wounded. The Spaniards
reported our loss from dead and wounded
at 300. While it is undoubtedly true that
Jose Marti is dead, the report circulated
by the Spanish officials that General Max-
imo Gomez was wounded was utterly
false.”
While in Cuba, Captain Bucno was taken
ill and has come to this country for rest
and to recuperate his health. He says that
many of the Spanish soldiers are down
with yellow fever.
Li Hung Chang’s Astuteness.
WASHINGTON, July 3.—United States
Minister Dcnby, under date of May 21, has
transmitted to the state department a. set
of extracts from the Chinese official news-
papers, giving a complete documentary
history of the peace negotiations between
China. and Japan, beginning with the J 11-p-
anesc note of Feb. 17, insisting upon the
delegation to the Chinese (ambassador of
full powers to bind his country and end-
ing with the draft of the treaty of peace
which was signed at Simonoscki April
17 and afterward published in the official
organs on May 11. The points of the cor-
respondence have been made public from
time to time, and the only feature of in-
terest now is the able presentation of the
Chinese case by Li Hung Chang, which
induced the Japanese commissioners to
abate their demands in important respects,
and the courteous but determined insist-
ence of the J apaneso upon the speedy con-
clusion of the negotiations.
Crafty Russia’s Methods.
TACOMA, July 3.—In speaking of the
important news brought by him regarding
the Russian government’s move in con-
ccntrating troops at Vladivostok, Captain
Anderson of the steamship Oscar II says
that he was misunderstood regarding the
naval forces. The large Pacific squadron
is not concentrating at Vladivostok, but
is scattered along the coast in such a man-
ner as to keep the general public" in the
dark as to its whereabouts. Some of the
vessels are at Vladivostok, but the others
- are so placed as to prevent any one get-
ting an exact idea of the point where the
greatest naval strength is combined. The
80,000 Russian troops are quartered in
and about Vladivostok and give that
town a decided military appearance.
llIore Alleged Glorious Victories.
HAVANA, July 3.———Captain Hernando,”
of the civil guards and Captain Milla, at‘
the head of their respective detachments,
have engaged the insurgent forces twice
at Caguairan, Santiago de Cuba. The in-
surgents were commanded by Aldana and
Echo and lost eight killed. In addition,
there were more than eight insurgents
Wounded, including Chiefs Aldana. and
Juan Leon. The same opposing forces
had another skirmish, and the insurgents
Wore dispersed after losing two more
killed. Ten members of tho insurgent
band, commanded by Pino, have surren—
dered at Cartagcna, province of. Santa
Clara.
The Trouble In Bulgaria.
PHILIPPOPOLIS, July 3.——The authori-
ties havc caused to be torn down the hun-
dreds of placards which have been posted
about the city asking the Bulgarians to
come and assist in the revolution and ap-
pealing to Prince Ferdinand to send an
army into Roumelia.
The Situation In FormOsa.
HONGKONG, July 3.——The typhoon season
having begun, warships cannot remain on
the south coast of Formosa. The foreign
residents are in a. critical position. The
gunboats there have been ordered to assist
them in every way possible.
Iron Mills Under the Hammer.
PITTSBURG, July 3.—The iron mills of
tho I11001'head-McClcan company in this
city have been sold by the sheriff. The
plant is worth over $1,000,000, but went
for $11,000, just enough to cover the taxes
due on the property and the sheriff ’8 costs.
By this transaction the plant of one of the
oldest iron firms goes out of its possession
for good.
Ensign Trench Married.
ANNAPOLIS, July 3. —— Miss Helen
Schenck, oldest daughter of Pay Director
Caspar Schonck, U. S. N., was married
here today to Ensign M. E. Trench, U. S.
N. It was a home wedding, and very few
people were present. Mr. Trench is a
member of the class that has just gradu-
atcd.
Parliament to Dissolve Monday.
LONDON, July 3.—The first lord of the
treasury, the Right Hon. A. J. Balfour,
announced in the house of commons to-
day that parliament would be prorogucd
on Saturday next and that the dissolution
of parliament would follow 011 Monday.

NEW YORK, July ' 3.47President Grover
Cleveland has written a letter to the Tom-
- many society, which will be read at the
Fourth of July celebration. The president
was invited to be present, and in response
he touches briefly on the financial, com
mercial and polit- cal situations. Senator
Hill has also wri ten a. letter, as he will
be unable to attend in person.
Conservative Union’s Appeal.
LONDON, July 3.—The National Conserv-
ative union has issued an appeal asking
the British voters to support the Conserv-
ative party, which, the circular declares, .
will maintain the good repute of Great
Britain throughout the world, insist upon
the integrity of the United Kingdom and
endeavor to promote trade.

Patterson Succeeds Houston.

meeting of the board of directors of the

afternoon, C. Stuart Patterson of this city

‘Varal Smith’s Body Found.
Gunnnrosr, N. Y., July 3.—The body
of little Ward Smith, son of Captain J amee
F. Smith, was found floating in Long Is-
land sound by the fishing steamer Annie
Wilcox. Captain Smith offered $1,000 for
the child’s body.
