An Eifort to Be Made to Change Them
In at Least One Respect.

Young Members Want Appropriations Di-
vided Among Committees, While the .
‘ Conservatives Wish Things to
Remain as They Are.
WASHINGTON, July 2.—-A question which
is engaging no small share of attention
among senators who are looking forward
to the business of the next session of con-
gross is that concerning the climb which
it is well understood will be made to have
the appropriation bills distributed among
a number of committees in the senate, as
in the house of representatives. There
has not been a congress since the house
made the change from the flystem of hav.
ing one committee handle all the appro-
priation bills when a similar change has
not been agitated in the senate, but the
more conservative senators have so far
succeeded in preventing the movement
from gaining formidable headway. The
agitation has begun much earlier than
~usual for the next congress and was in
working shape when the last session ad-
journed. It is coupled with a. general de-
sire among the newer. members to secure
a. more satisfactory representation on the
committees generally and includes among
its promoters a sufficient number of sena-
tors to cause the conservatives to feel no
slight degree of- approlie‘nsmn over the
possibilities.
The older men in the senate will as a.
class oppose the innovation, and they, too,
have been getting their forces into line.
The opposition will be based largely on
the ground that the change, if made, will
have a tendency to promote extravagance
in expenditure, and the experience of the
house will be pointed to in support of this
contention. There are members in both
houses who assert the chap go made in meth-
od in the house has been productive of very
marked increases in the animal appropria-
tions, and they quotc figures to show this
has been the case. The first change there
was made in 1880, when the appropria-
_ tions for the expenses of the agricultural
department were first put in an independ-
ent bill and that measure put in the
hands of the committee on agriculture
and whcn thoriver and harbor appropria-
tions were also placed in the hands of an
independent committee.
Appropriations Compared.
For the four years previous to that time
the annual appropriations 'by all bills or:-
ccpt the one for the payment of pensions,
which is excluded from all calculations,
amounted to $2.99 per capita of the then
population of the United States. During
the next four years, during which time, no
further change was made, there was a
slight increase, but it was not regarded as
of sufficient importance to excite remark
or to afford good ground for opposing the
proposition when it came up in tho Forty-
eighth congress to take the army, the diplo-
matic and consular, the Indian, the mili—
tary academy, the navy and the postofiice
bills from the committee on appropria-
tions and give them to the various house
committees having charge of kindred sub-
jects. The change was accordingly made.
The new system was vigorously attacked
at the beginning of tho Fifty—second con-
gress, and a calculation, which has been
unearthed since the present agitation for a.
change in the senate was inaugurated,
was made by the house appropriation ex-
perts showing an increase in the appropria-
tions under the new system of over 75
cents per capita, cxcludin g pensions. This,
the opponents of the distribution plan
claimed then, as they do now, was the
legitimate result of divided responsibility.
The same statement showed that up to
that time the increase figured on a per
capita. basis had amounted in tho aggre-
gate to $174,693,240. Estimates made to
the present time bring the figures up to
$300, 000,000.
“In view of these facts,” said a senator
a few days since who will oppose a similar
change in the senate, “would we have had
a. shortage in the treasury and been com-
pelled to borrow money to meet running
expenses if the change had not been made
from the Old way of doing business in the
house? And if this has been the result
with only one of the houses doing busi-
ness in this way what might we not ex—
pect if both houses should adopt it and no
check be left on either? Before this change
was made in the house the senate had
never been known to reduce a house ap-
propriation bill, but it has happened fre-
quently since. ”

ROTHESAY, July 2.—This was the second
day of the regatta of the Royal Northern
Yacht club. In the race for the big yachts
Valkyrie III, which was beaten in Satur-
day’s race on time allowance after being
delayed by a calm at the finish, did not
start, as a. heavy rain was falling when it
was time for her to prepare for the contest,
and Captain Sycamore and George L.
Watson decided that it would be inadvis-
ble to wet her new suit of sails when there
Was no real occasion for it. Britannia and
Alisa, however, started over the same
course as on Saturday from Rothesay bay,
round markboats off Mount Stuart, Large
and Wemyss and back, twice around, with
a. distance or'extra. leg from Rothesay bay
to Largs and back, 50 miles in all. The
Prince of Wales’ cutter took the lead im-
mediately. '
Britannia. led throughoiit and won by
two miles in a. stiff breeze.
In the race for yachts above 10 and not
exceeding 20. rating, the course being once
around to Mount Stuart, Large, Wcmyss
bay and back to Rothesay, with the extra
leg to Largs and back, a total of 31 miles,
Niagara, Zinita. and Dakotah started in a
good breeze. Niagara was last in crossing
the line, but she forged ahead of her oom-
petitors within 2-00 yards of the start and
began rapidly increasing her lead.
Niagara finished at three hours 13min-
utcs 40 seconds, 11 minutes ahead of tho
Dakotah, but the latter Won on time ala
loWanco by about one minute. ’

A Mortgage For $7,000,000.
DETROIT, July 2.——Thc Citizens’ Street
Railroad company today filed a $7,000, 000
blanket mortgage covering its property to
the New York Security and Investment
company. It is what is called a. consoli-
dated mortgage and is made to cover all
the company’s indebtedness.
