President Tracey Thinks the Metal
Should Have Freer Use.

CLEVELAND, J une‘20.-_-Fu11y 2,000 dele-
gates were present at the opening of the
eighth national convention of the League
of Republican Clubs in Music hall. Presi-
dent William W. Tracey of Chicago deliv-
ered the annual address and spoke in part
as follows:
“We rejoice that the Republican Na.-
tionnl league forms a. part of the member-
ship of the Republican party. Although
replete with political shrewdness, the
Democratic leaders have been lacking in
statesnmnship. They have been flounder-
ing in the quagmire of legislative stupid<
ity for three long years. They have taken
upon themselves the agitation of the cur-
rency question in the hope that they may
again fool the people and recover the posi-
tion they so deservedly and completely
lost.
Harrison Versus Cleveland.
“But they cannot escape their fate.
They cannot blot out the figures of the
treasury department, which Show under
President Harrison’s administration $233, -
000,000 were paid on the public debt, and
that the public debt under President
Cleveland’s administration has been in-
creased over $150,000,000, or that under
the McKinley law there was provided a.
revenue of $5,000,000 in excess of the re-

der the Wilson law there will be a. deficit
of from $60,000,000 to $100, 000, 000. The
only law passed by the Democratic con—
gress which could produce a revenue has
been declared unconstitutional by the su-
preme court of the United States. They
will not be permitted to escape this rc-_
sponsibility.
“ The question is not shall we use more
silver, but shall the American market be
opened to the world on a cheaper basis
than to the American citizens themselves?
Shall the workmen and tradesmen of for-
eign countries enjoy the privileges of a.
market mode valuable by the higher ideals
of life and intelligence of the American
people when they in no way contribute to
the condition, pay no share 'of the taxes
and in no way assist in sustaining the
American government? If the workmen
of England and other countries had the
some wants, the some pleasures in life as
our own workmen, there would be no need
of protection to our industries.
The Enlarged Use of Silver.
”There can be no disagreement as to
the enlarged use of silver. There are few
or none who are not in favor of this. The
question is, How can it, best be brought
about? The people will be satisfied to
leave the solving of the currency in the
hands of the Republican party. Finally
the great work of the Republican party is
the promotion and enlargement of our in-
dustries through protection and the ex-
tension of our foreign trade through reci-
procity; the establishment of n. bimetallic
standard of money through international
agreement, in which silver shall be more
fully recognized; the revival of our mer-
chant mnrinc and the creation of a system
of irrigation for the reclamation of arid
lands.” . '
W. W. Woodinnnsec, prcsidcnt of the
Ohio league, delivered the address of wol-
como. In it he reviewed the prominent
Republican presidential candidates, and
was most diplomatic in his impartiality.
He spoke of Allison as “our trusted lead-
pr,” McKinley as “our superb leader,”
Road as “our valiant leader,” Morton as
“our safe leader” and Harrison as “our
distinguished commander. ”
Humphrey Is Out'of It.
A. B. Humphrey, who has been secre-
tary cight years, ever since the National
League of Republican Clubs was organ-
ized, announces positively he will not be
a candidate for rc-elcction. This with-
drawal is imthc interest of General Mc-
Alpin for president, McAlpin and Hum-
phrey both being from New York. It is
said the silver men will insist on the con-
sideration of their 16 to 1 resolution in
the convention. Their glittering silver
badges are the most brilliant parapher-
nalia in the hell or about the place, and
they are still confident that the party must
concede to their demands to hold the west-
ern states.
When Secretary Humphrey called the
states to ascertain the number of delegates
and alternates, it was ascertained the
states could only report those present and
not the number to which they are entitled.
This is against the silver men, whose dele-
gations were not as full as those of the oth-
er states.
An Ovation For McKinley.
In his address of Welcome President D.
D. Woodmunsco of the Ohio league ex-
pressed regret that Governor McKinley
was prevented by his Kansas engagement
from wclcoming the delegates to Ohio.
The reference to McKinley caused _ a loud
and continuous dcmonstmtion. Mr. Wood—
mnnscc desired to say, however, that Gov-
ernor McKinley would reach the city on
Friday evening at the Hollcnden, Where
he would be glad to greet all and say
farewell to one and all.
The secretary announced that there were
represented at the convention 46 states
and territories, the largest number over rop-
rcsontcd at any convention of the league.
Among the delegates Were a. number of
indies—four from Colorado, one from N ew
York, two from Washington and three’
from Illinois, the latter representing wom-
an ’s league clubs in that state.

Their Plea \Vas Not Guilty.
TRENTON, June 20.—chen of the eight
persons indicted here in connection w1th

plead in the Mercer county court, and all
of them, through counsel, entered pleas of
