just 21 senators present today when the
president called the senate to order. The
deficiency bill was received from the house
immediately after the ohaplaln’s lnvoca
tion, and having been signed by the
speaker the vice president immediately at-
tached his signature.
The absence of a quorum was immedi-
ate'ly olnted out by Mr. Aldrich, and
only 8 senators answered the roll call, 11
less than a quorum.

WASHINGTON, Aug. 23.—Preparations
for carrying into effect the new tariff bill
are going forward at the treasury depart-
ment with all possible spgcd. Secretary
Carlisle has already prepared a blank
form of license for custom house brokers
provided for in the bill, and it is now in
the hands of the printer. Several clerks
are also hard at work preparing an index
for the new bill. This will occupy about
20 pages in the new tariff volume, which,
for the convenience of customs officials,
will contain both the new law and the
McKinley act of 1890. It is expected that
by the time the new bill becomes a law
instructions to customs and internal rev-
enue officials will have been done.
