Cautioned to Be Temperate.
The general then cautioned the delegates
to be temperate in speech and action, as
the result of the convention was awaited
with interest on both continents. General
Warner was selected as temporary chair-
.man and at once introduced Mayor Carter
H. Harrison, Who ma'de one of his char-
acteristic addresses welcoming the conven-
tion to the city.
The committee on credentials selected by
the caucus was named, as also was a com-
mittee on permanent organization. The
caucus decided on Allen W. Thurman of
Ohio for permanent chairman, so the com-
mittee will select secretaries and vice
presidents only.
The features of many of the battle
scarred veterans of financial agitation are
visible in the hetere'ogeneous assemblage.
General A. J. Warner of Ohio, president
of the Bimetallio league, stood side by side
with Congressman Bartine of Nevada, and
a short distance away was seated Con-
gressman \V. J. Bryan of Nebraska, 8 man
of opposite political faith from Mr. Bar-
fine, but for cm 051'. in the common battle
for free coinage.
Populists, Republicans and Democrats.
A few feet away, in the Colorado dele-f
gation, was the picturesque Governor
Waite of the Silver State conversing with
Senator Stewart of Nevada, the one a. Pop«
ulist and the other a Republican, but both
united In a common cause today. United
States Senators Mantle. of Montana and
'ShOup of Idaho converged fraternally with
P-‘. T. N.- Patterson Of Colorado, the first two
‘ Republicans and the last the leader of the
free coinage faction in the Democratic na—V
~tional~convent10n of a‘ year ago Kolb,
the Populist leader of Alabama surround-
ed by a score of brawny Populists, was
_ one of the most conspicuous figures 1n the
convention, and as be couversed warmly
with Editor Goodwin of the Salt—- Lake
Herald the two were joined by H. E.
Taubeneck of the executive committee of
‘the People’s Party, audio. moment later the
interesting trio. was increased ,by Senator
.DubOis of Idaho, :who, although a Repub-
lican, will observe no caucus that opposes
the free coinage of silver.

the same, and those who believe in the use
of soft money—that is, paper promises to
pay 'money, redeemable in other promises
to pay—is on.
-."The late demand' in the east to have the
government- issue bonds and the cry that
is now made for the unconditional repeal
of the Sherman law, charging it regardless
of facts with all the ills that flesh is heir
to, ought to make this perfectly apparent
to every thinking man, for should the
Sherman law be repealed without substi-
tuting anything in lieu thereof it means
the final obstruction of silver money as a
measure of value, and no man can tell
when it will ever be again restored to its
former place. N o matter what‘ may be
said to the contrary, this means for years
and years to come its reduction to tOken
money, after which the issue resolves it-
self down simply to the question whether
the paper money of the country is to be
issued by banking corporations upon the
debts of the people or upon other kinds of
corporate securities, or whether it is to
rest upon the broad and safe basis of gold
and silver.
“This ls so because gold alone certainly
cannot afford a sufficient basis upon which
the amount of circulating medium re
quire'd by the people of this country can
safely rest. If this is not so, why' 15 it that
we see this tremendous scramble for the
yellow metal? If there is not only a suf-
ficient amount of gold with which to carry
on' the world’s commerce, but also a suf-
ficient amount upon which the credits of
the World can safely rest, why is it that
whenever any of it, to any amount, begins
to flow from one country to another, that
it simply obeys the natural laws of trade,
we immediately hear cries of distress? Yet
every one knows that We do, and to regain
it exorbitant premiums are paid for it.
'“If things are as they should be, why is
there. is any danger because a certain
amount of metallic money leaves the coun-
try? We do not give it away, do we it; On
the contrary, do not those who take it give
value received for it? And is not this what
money is used for? . If ' this be true, and I
defy any one. to prove to the contrary, why
then is it dangerous to use it, and more,
. Why is it particularly dangerous to use it
out of the United States, if by doing so we
can obtain more in exchange for it than
we could if we only exchanged it between
ourselves?
“Money' in this sense is simply an ex-
changeable commodity, just like any other
commodity, and if it is advantageous at
some time to exchange other commodities
with peoplc'other than ourselves, why is it
‘ not so with this one? When things are in
anormal condition, no harm can follow;
but when they are not normal, when the
basis upon which things rest is not an
ample one, then it will prove dangerous to
have any of this basis taken away; but this
proves nothing, other than under such con-
ditions it is dangerous to use money in the
way which it was intended to be used,a§1d
when you cannot use things 1n this way
something is decidedly wrong. '
“That this is the condition existing to-
day I most firmly believe, and therefore if
our circulating medium is to rest upon
gold alone practically the whole Of it will
be based simply upon faith, and faith
makes progress a possibility. Men, you
may be denounced, but John Sherman was
always crazy enough to fill his pockets
. with the wealth of this world.
“In almost prehistoric times we know
that gold and silver Were the money 1‘11et-
als of the world. Gold is fo1ind' in pock-
ets, it' 15 the fruit of chance, but silver is
worked out of the rocks by hard, method-
ical, inevitable labor.”
THE NAVAHOE WINS. ’
Emperor 'William of Germany Distin-
guishes Himself as a Sailor.
LONDON, Aug. 2.-—At the regatta of the
Royal Southamptonllacht club the Nava-
hoe met the Satanita. Calluna and Iverna
and defeated them. The Britannia, the
winner of Monday’s race, and the Valkyrie,
the challenger for the America’s cup, did
not sail. The Navahoe was, the first to
cross the line, followed by the Satanita,
Calluna and Iverna in the order given.
The race was close and exciting. The N ava-
‘ hoe and Satanita passed and repassed each
other, but the American boat kept the bet-
ter course through Cowes Roads on the
turn to windward. The N avahoe kept the
lead, though the Satanita gained slightly
on her on the run home.
The Times says the Navahoe surprised
British yachtsmeu by her great speed Mon~
day. Emperor William of Germany was
on board the Britannia with the Prince of
Wales when the Britannia won. He made
himself one of the crew and actively as-
