WASHINGTON, July 22.—-The closing of
the ,Russian exhibit at the World’s Co-
lumbian’expositiOn, and the statement
that an appeal would be made to the Rus-
sian minister here .for protection, as re-
ported. from Chicago, were discussed in
'ofiiCial circles,"rather blindly, because of
the lack of particulars. It seems that P.
Leokootin, one of the exhibitors-"in the
Russian section, had been suspected of
violating an order issued several days ago,
which permitted the Sale of duplicates of
articles. on exhibition under certain re-

Russian minister of war, and Commis-
sioner Kulhue also protested, but without

eral Davis. This was followed by the
closing of the whole section, the exhibi-
tors being in a‘high state of indignation.
The RuSSian legation in Washington is
closed, all the members being at Lenox,
Mass, where they are spending the sum-

Nothing has been heard at the state de-
partment from Prince Cantacazine, the
{Russian minister, and, of course. in'his;

reasonably expected for several days.
An examination of the reports made by
_ the United States commissioners to the
World’s fairs of recent years, on file in the
state department, shoivs that but scant at-
tention was paid to the matter of selling
exhibits by the exhibitors. It seems" to
have been taken for granted . that sales
would be made, but the regulations govern-
ing them were Very brief. .,
CHICAGO, June 2 -—Assistant Commie-7
sioner C. Ragousa louchd'vsliyr Of Rusi
sia, addressed a polite but firm note to the
collector of the port of Chicago, reciting
the circumstances of the affair in the Rus-
sia section of Manufactures building and
the provocation for the covering the booths
and show cases by the exhibitors. The lat-
ter did not say in so many words that the
imperial, commission demanded satisfac-
tion, but it politely conveyed the informa-
7 tion that the representatives of the empe-
ror approved the action of the exhibitors
in covering their displays until they were
assured that the agents of the United
States government Would not be allowed
to repeat the alleged offense.
A copy of the latter was received by the
- director general, but he declined to fur-
nish it to the press on the ground that it
was not addressed to him. Colonel Davis
said: “I have not time to consider this
matter yet, and do not know What steps I
shall take to restore the friendly feeling
which the exposition should bear toward
the Russian exhibitors. If the custom in-
spectors were as impelite as it is reported
they are I think they should be at once
discharged from tbevservice of the govern-
ment. ’1 have no doubt but this unpleas-
antness will be straightened out in a day
or two. ” ‘ _ '
Abraham S. Hewitt’s criticism of the
Woman’s building and its contents have
elicited an open letter from Mary S. Lock-
wood, delegate at large, board .of lady
managers, in which she says: “The expo—
sition has — been visited by you, and you
praise, extol and commend the buildings,
contents and beauty of situation, but alas!
the Woman’s building alone comes in for
severe criticism. Perhaps no better refu-
tation of the criticism. of the building can
be given than to quOte from Prof.” Geode,
curator of the Smithsonian Institution,
who says the Woman’s building is by a
large ~ percentage the. =most, satisfactory
building on the grounds. Let no one
makehimself judge who can walk through
the forest and find no firewood. In one
sense we are orry that the exhibits in the
Woman’s b lding were evidently beyond
an ex mayor‘s capacity to comprehend. If:
he will -' only return to Chicago, "to the
White City, and to the Woman’s building,
some one of the many women who do‘un-
derstand all they comprehend will wil-
lingly set apart a day to show him where
he missed picking up his ‘firewood.’ ”
One of the beauties of the fair which is
the especial delight of children is the elec-
tric fountain, and the father who neglects
this treat for the youngsters is sure to be
remined of the fact until the desire is real-
ized. Another delight of childhood is the
mammoth team of Mexican oxen, and the
quaint cart, which can be seen at the
Transportation building.
