BERLIN, March 20.—-The Kaiser nar-
rowly escaped death or inj iry yesterday
duringu thunder storm. While he was

call up Chancellor Von Caprivi the wire
suddenly ceased working. He called on
Major Von Mollke, his favorite adjutunt,
to try, but he likewise failed. The Major
ordered Herr Von Mo‘lke to drive at

had a private audience with the Pope
yesterday. Mr. Moriarty had a phono-
graph v.'ith him, by means of which he
delivered an address in Italnn congratu-
lating His Holiness on his Episcopal
jubiee and saying that he felt deeply
honored at being'the bearer of tw.) mes-
sages, one from the late Cardinal Man-
ning and the other from Cardinal Gib-
bons of Baltimore, both expressing devo-
tion to the person and sacred office of the
successor to St. Peter.
His Holiness then listened to the mes-
sage of the late Cardinal Manning, in
which His Eminence asked for a blessing
and expressed a hope that the Catholic
faith might soon spread all over the
world.
The Pope was greatly affected at hear-
ing the voice of the dead Cardinal, as it
was brought from the grave. to his ears,
and then listened to the message from
Cardinal Gibbons, in which he asked the
blessing of God upon the Pope.
His Holiness promised to grant the re-
quest made to him and tosend a message
to the United States which will be repro-
duced at the World’s Fair by mean of
the most wonderful invention of That
wonderful country.

Disgruntled German Laborers Want the
‘ Army Bill Passed.
BERLIN, March 20. — A serious riot
occurred 9“ Spandau yesterday, where the
royal arsenal and workshops for war ma.
terials, guns, ammunition,etc., are situat-

of course interested in the success of the

lics tried to but their progress into the
meeting. The rioters threw them down
and forced their way to the platform,
where the priests had raised an altar and
placed a crucifix. They spat on the cru-
cifix, broke it into fragments and tossed
the pieces into the congregation. ‘
The priests, hoping to allay the excite~
merit, began to intone anthems. Their
calmness onlyaggravated the ugliness of
the mob. The priests were attacked,
knocked down, carried to the doors and
thrown into the street. Numerous ar-
rests Were made. '

THE SENATE BEIEND HAND IN
CONFIRNIATIONS.
News and Gossip of -the Nation’s
Capital. .
WASHINGTON, March 21—There is an
unprecedented number of applicants for
the various consulships, especially those
which are reported to be desirable from a
financial point of view. The best of these
are in Great Britain, where, under the
operation of a peculiar law governing the
administration of oaths, the Consuls are
enabled to retain the greater part -of the
fees received on that account. That is
What makes London, Liverpool, Man-
chester, Bradford, Birmingham, Belfast,
Glasgow and several others such highly
attractive posts. On the Continent, and,
indeed, in all other countries, these fees
are part of the official receipts of the
oflice and almost wholly go to the Gov-
ernment. Paris, for this reason, is said
.to pay not morethan $10,030 or $12,000 a
year, and yet it is the best consulate on
the Continent, while London is credited
with being worth four times as much.
It is hoped that the Senate will enter in
earnest this week upon the business for
which it was called together. So far not
a single nomination has been acted upon
except the Cabinet appointments. Ex—
cluding half a dozen Army and 'Navy
promotions, there are nOW‘IG Presiden-
tial nominations which have not yet been
passed 7 updn in committee, and there-
fore it is unlikely that today’s ses«
sion will result in any confirmations un-
less the committees manage to meetin the
morning.
It is, however, the intention of the com-
mittees having charge of these nomina-
tions to get together early in the week,
and it is probable that within a few days
there will be some material in hand upon
which the - Senate may act in executive
session.
The army has secured its flying ma-
chine. The military balloon, which is to
form a part of the War Department ex-
hibit at Chicago, has been purchased by
Gen. Greeley,of the French balloonmaker,
Lachambre. The balloon has a capacity
of 13,000 feet and will cost 9,000f. It is to
be made of goldbeater’s skin, and the
contract price includes basket, ropes,
sandbags, drag, and other accessories of
military balloons.
It is expected that the balloon will be
in Chicago by the middle of April. A de-
tachment of Signal Corps Sergeants will
be sent to the exposition grounds to join
the force already there that practical il-
lustration may be given‘ of the methods
of signaling in the army, including the
operation of this military balloon.

BOSTON, March 20.—-—The work of search.
ing the workshops and cells at the State
prison was practically finished Saturday,
and it is said that the convicts will be
put to work today. NO firearms have
been found, but enough other contra-
band articles have been discovered, it is
said, to fill several bushel baskets. Among .
these are slungshots, billies, steel saws,
knives, and a. steel hook attached to a
seven-inch wooden handle. In convict
Booth’s cell was found a complete plan of
the north wing and wall facing the river
and railroad tracks, with distance care-
fully noted. .
Evidence of collusion with friends on
.. the outside has also been found, but the
Warden declines to disclose the nature of
it. In a corner Of the iron foundry,
scarcely 20' feet from the mouth of the
tunnel, through which several men es-
caped to the sewer no long ago, was
found another tunnel in process of con-
structIOn, its presence being concealed
by a piece of sheet iron being placed over
the hole.
