Bourgeois Will, Not Withdraw His
Resignation.
PARIS, March 13.—It is now known that
the resignation of M.‘ Brissons of the
chairmanship of the Panama'Porliament?
ary committee of inquiry on‘th'e' ground
of ill health is final. The Government
will be questioned by M. Monis in the
Senate and by M. Despres in the Cham-
ber of Deputies on the extraordinary rev-
elations made by Mme. Cottu at the trial
on Saturday, which have already resulted
in the _resignation' of M. Bourgeois and
are confidently expected to lead to the
downfall of the Ministry. M. Bourgeois
reiterated his denial that he had author-
ized the offer made by Mme. Cottu of ' re-
leasing her husband on condition that
she obtained evidence of the guilt of some
members of the extreme Right and will
probably appear in court today as a wit-
ness. His resignation, though well
known, has not been handed formally to
the President.
M. Soinoury, who interviewed Mme.
Cottu when she called on Bourgeois, has
resigned the directorship of the peniten-
tiary service, to which he was appointed
only a few days before the present trial.
It is also reported that Police Commis-
sary Nicolle, who was implicated in the
negotiations with Mme. Cottu, wi.l be
dismissed from his post.
The Cabinet crisis inaugurated by the
resignation of M. Bourgeois has been
"shown today to be beyond hope of repair
by patchwork. At a Cabinet meeting the
Ministers agreed that every effortvshould
be made to induce M. Bourgeois to recon-
sider his resignation, and, in the hope
that the effort would be successful, it Was
' decided that no new Minister should be
appointed until after M. Bourgeois should
have given evidence in the Assize Court,
and should have explained to the Depu-
ties his position.’ .
Yesterday afternoon several Ministers
called upon M. Bourgeois, but when the
Cabinet re-assembled M. Ribot— announced
that M. Bourgeois had been deal to all
argument and had insisted that he would
not return to office. Subsequently, at M.
Ribot’s request, President Carnot signed
a decree giving to M. Develle, temporari-
ly, M. Bourgeois? portfolio.
GEN. MARTI’S RUSE,
The Expedition to Cuba Has Not.
Abandoned.
KEY WEST, Fla, March 13.—The situa-
tion here remains unchanged. The Cuban
patriots held a meeting in San Carlos
Hall on the night of the 6th inst. Gen.
Marti was @ principal speaker. His re-
marks created great enthusiasm among
the Cubans present and he was cheered
to the echo. - .
Gen. Marti sailed for Tampa at 10 p. m.
that night, right after the meeting. ‘ His
leaving here is considered a ruse to
hoodwink the Government offic'als here,
as it is positively known that Gen. Marti
will go with the expedition against Cuba,
which, it is said, will sail from this place
or some one of the islands in the vicinity.
The information is given ty a reliable
person in this city that the Cubans had
purchased a steam vessel _in Philadelphia.
and that she would certainly convey a
Cuban expedition against Cuba. from this
port or from some one of the islands in
this vicinity b'eforethe end of the month,
unless the demonstration and precaution
taken by the United» States Government
caused the expedition to be postponed or
caused a. change of base on the part of
the directors of the scheme.

The British Government \Vlll Not Per-
mit English Makers to Fill an Order.
LONDON, March 13.—-—The Belfast News
Letter asserts that a firm in Ulster re-
cently ordered 100,000 Martini rifles from
English manufacturers of that weapon.
The manufacturers referred the order to
the British Government for advice as to
whether it should be complied with. The
Government reply was of such a. ,nature
that the English firm wrote to the Ulster
firm that they were not permitted to exe-
cute the order. .
‘This is considered as showing that the
Government means to. enforce the order
recently issued that no arms shall be ad-
mitted to Ireland without permission
from the Dublin Executive.

PANDEMONIUM IN PRISON.
A Day of Great 1 Oiifusion in Charles
town Jail—A ’l‘ mely Discovery.
BOSTON, March 13.—’l‘here were more
disgraceful scenes in the Churlestown
prison yesterday. Pandemonium reigned
all day, and the prisoners did not cease
their noise after nightfall, It was started
by rattling the windows on the lower
tier. This was a. signal for a general din
all over the institution.
The convicts have been locked up since
Gov. Russell’s first visit, and their dem-
onstrations since then have shown that
they do not like it. The presence of War;
den Levering had no effect, for the men
kept up the racket all day, and very little
of the glass is left. The new Warden is
to take charge next week.
In ferreting among the workshops the
guards found all the paraphernalia neces-
sary for an escape. Hack hand saws, coils
of rope, and scaling hooks were discov-
ered sufficient to liberate every man in the
prison if once the guards were disposed
of. The equipment was mos complete.t

CINCINNATI, March113. —— Charles A.
Miller, formerly Treasurer of Hamilton
county, and at present a member of the
Hamilton County Board of Elections,
member of the City Hall Trustees, and
one of the most prominent citizens of
Cincinnati, walked ofl a sleeping-car
while the train was in motion in the mid-
dle hf Saturday night. He awoke about
Bo’clock this morning at a point near
Bowerstown Station, several miles from
Ehrichsville. He was lying on the rail-
road track, clad in his night-clothes, and
bleeding from several wounds.
Mr. Miller made his way along the
track until he came to a telegraph tower,
where he called for aid.
An Iron Ore Trust.
ISHPEMING, Mich, March 13. -— The
Mesaba and Gogébick range mines, pro-
ducing Bessemer iron ore, have already
effected a combination for holding up
prices. The Minnesota Iron Company,
operating on the Vermilion range, is not
in the deal, and neither are the Besse-
mer .ore mines of the Marquette range,
but they have been invited to join the
trust and will probably do so. The com-
bine will be strong enough to dictate
terms to furnaces.
Driven to a Madhouse.
ST. PAUL, Minn., March 13.-—At Wood-
stock, Minn,, the County Attorney of
Pipestone county has just been put in
possession of evidence showing that two
men deliberately drove another, a neigh-
boring farmer, into a. madhouse in order
to gain possession of his farm. The vic-
tim is Frank Erhardt, and the evidence
shows that the two worked on him more
than 19 months before they landed him,
a raving maniac, in the State asylum at
St. Peter.

CINCINNATI, March 13L—Hon. A. F.
Perry is dead. He was born in Franklin,
Vt., in 1815, but has lived in this city and
Columbus, 0., for 35 years. He was a law
partner of the late Judge Alphonsus
Taft. For one year he represented this
district in Congress, but resigned. Dur-
ing the credit Mobilier cases he was one
of the counsel of the United States. He it
was who dubbed Hon. S. S. Cox “Sun-
set.”
Dan Laniont’s Speculations.
ST. PAUL, Minn., March 13.——Negotia-
tions are being concluded by an» Eastern
syndicate, at the head of which is Dan
Lamont, for the purchase of the St. Paul
City Railway Company, a deal involving
millions of dollars. This syndicate] al-
ready owns part or all of the street car
systems in Pittsburg, Baltimore, Wash-
ington, St. Louis and Louisville, and is
extending its operations into the North-
wost. '
No Fear of an Indian Outbreak.
ST. PAUL, Minn., March 13.—Major
James McLaughlin of Standing Rock
Agency, N. D., says that the Indians on
his reservation all throughout the Da-
kotas are at peace with their neighbors,
and have given no indication of an out-
break this Spring. He thinks that the
trouble in Montana will amount to very
little. _____—
