Traffic.

The liquor traflic costs this country. di-
rectly or indirectly. $1,500,000.000. and
100.000 lives annually. Most of the
pauperisui and crime follow in its train.
now to get rid of this traffic is the great-
est moral and political problem of the
arts. No man has a right to be regarded
as a statesman or philanthropist.who
7 does not address himself with all the eu-
,erity of his being to its solution.
Two legal remedies are prominently
before the people, High License and Pro-
hibition.
I am opposed to High License for the
following reasons:
1. It is wrong in principle. It gives
permission to carry on a great evil. Dr.
L. \V; Bacon. in the December number
of The Forum, devotes ten pages to
showing that license is right because it
is right to sell for medical and mechani-
cal purposes. It is right to license the
sale of dynamite for quarrying stone.
but not for killing the police. The pur-
pose of the sale makes a wide difference.
To license the sale of intoxicaiiis as a
beverage, is tosanction the trailic which
brings usso much harm. To do it is
“moral treason to God and man.“
High License increases the evil it pro~
poses to diminish. The United States
has tried this plan for over twenty years,
taxing the manufacturer 90 per cent. of
the value of the article iiiaiiiifactiirml.
The liquor men say that never before has
their trade so prospered. (‘Iiicago has
High License; and Philadelphia Low
License. yet Chicago had one saloon to
every 23 votes at the last election: l‘liil~
adelphis only one to every ‘26 votes. .
But the number of saloons is not ii fair
' test of the amount of liquor sold or used.
One saloon may sell more under lligh
License than under L nv License.
The keeper of the one has less rent,
less hired help and even’ less tax to pay
than the six together had. 5.) he can
keeps more attractive place, Si‘iiil out
more runners to build up his trade. and
sell Cheaper and get rich faster than any
of the six. llo has a monopoly of the
business. and can We“ afford to pay his
, tax, ifi‘aily the number of me saloons is
decreased. The best indication of Ilw
amount sold is tho amount of drunken
ness and not the number of saloons.
The amount of drunkenness can be esti-
mated by the number of arrests from
that-Cause. llut in Chicago and other
illigli License lu\\‘l\<. the number of ar-
rests for drunkenness has incressi d and
lligh License is not even a restrictive
measure, but one well calculated to
build up and extend the liquor trailic.
Some have said it would put the bilo‘lr
uess into honester hands. This might
be true, if money and glitter and show
were.niarks of honesty, while poverty
.was a mark of dishonesty. But the op-
posite is more likely to be true. The
trellis would inevitably be given into
, more crafty, seductive and unprincipled
hands, hands having the ability and op.
portuuity to push the business as never
before. To call High License a temper-
ance measure is to call black white.
The brewers. the distillers and the
wealthy saloon keepers are pushing
lligh License as a matter of business to
build up the trade. Alas for the Chris-
tian man who joins them !
High License acts as a bribe to the
voters to continue the traffic. Let the
ruiuseller in any town say to the citi-
2 -ns: "1 will pay your school tax if you
will let me continue my work of death.“
A merchantin town has a 3100 tax. 110
has always'been opposed to license; but
now you will hear him say, “Well. this
business has always been. and I guess it
always will be. You never can stop it.
Moses. for the hardness of the people‘s
heart. sanctioned many things which he '
couldn‘t prevent. and so we may as well
grant license." The payment of his tax
acted as a bribe: it sweetened the argu~
wants 0! the rumseller. and secured ihe
merchant‘s vote for the trailic.
In New York they are sending men to
the penitentiary for taking and giving
bribes; but High License proposes to
make bribery legal. and gives the whisky
.iucn. under the cover of law, the oppor-
tunity to debauch the. voters of every
town. .. '
lligh license is weighed in the balance
and found wanting.wanting in beneficial
results, wanting in principle, and in com-
mon honesty.
What then shall we do ? The experi-
ence of a hundred years teaches that the
traffic cannot be diminished or controlled
by any kind of license. We turn, as our
last and only hope, to prohibition.
Prohibition is beneficial in all its
forms. It does some good toprohibit
the sale on Sunday, on election days, in
times of riot. after midnight, or at any
other times. But suppose the law is not
enforced, still it is beneficial. The law
. is right. The bare fact'that such a law
exists, and is liable to be enforced, is
some restraint. There isalaw against
profanity. It is not enforced; yet it
would be a long step downward to re~
pealit. It is some help to beabls to
my tomen or boys, “You violate the
law.”
80 we are glad to accept prohibition as
to persons. We are thankful that the
law says, “No sale to minors, to drunk-
ards, toinsane and idcts.”
Prohibition as to places is of great
value, even though the place be small.
Mount Pleasant and Greensbnrg, in
Wentmoreland County, Pin. have about
the-nine population and surroundings.
Mount Pleasant, with no license, had
only ten arrests for drunkenness in a
year. Greensburg, with license, had
over three hundred and fifty for the
name your. A like difference exists be~
tween every license and lie-license local-
ity in the state. What a beneficial work

This is what local prohibition does—

and state prohibition is another step in
advance. But United States prohibition
would be the most beneficial of all, and
towards this should our main efforts he

rude-fibula“; but it all the states

would supply all the others. Such a
plague spot ought not to be permitted
foraniomect. Let the United States
prohibit the manufacture, and the traffic
would gradually go the wall. ‘ The
machinery for enforcement. is already in
operation. No man has a right to manu~
facture a drop of liquor except under the
eye and by the permission of the general
government.
Distilleries are easily found and de-
stroyed. No extra efforts would be re-
quired to prevent importation. Ourcre-
sent custom house regulations and rfli-
cers would be sufficient. \Vitli the
manufacture and importation prohibited.

It has been objected to prohibition
laws that they are not enforced. No
such law has yet had a fair chance. We
have labored under the unaccountable
delusion that such laws would enforce
themselves. or, if not, that a whiskey
man would make a good officer for that
purpose. So we, have whiskey men, or
men elected in’ that interest, for Justices
of the peace. constables, buigesses. coun-
cils. police, district attorneys, jury coni-
nilssioiiers, sheriffs and judges. and then
wonder that temperance laws are not
enforced. The cry is made that public
opinion is not up to the law. If the
same public opinion which makes the
law would also make“ the cilicers, there
would be no trouble.
No party can elect officers to enforce
temperance laws which is de iciidint
upon whiskey votes for its niajoritics.
The ollicer may he a good temperance
man in his private life: but when the
leaders of his party say to him. “If you
enforce this law you Will defeat the par~
ty that elected you.“ he \vill find it easy
to neglect or obey his sworn duty.
Some of the larger towns have been
trying a citizens‘ party. drawing the
good of all parties to ell-ct officers to co.
force the laws, hil~l With good results.
This plan has. however, serious dcfn‘ts.
It ought not to be local. The whole
country needs it as much it our one
city. It is too transitory: existing to day
