Seat Next Week

WASHINGTON. Oct. 29. (AP)—
Nineteon women seek to join the
three who now hold seats in the
House; those three want to come
back and another term. and still an-
other woman desires a. place in the
Senate.

This array of women candidates

for congressional places in Tuesday's
elections is the largest in the history
of the country and is but additional
evidence that women are going in
more and more for political honors.

Women candidates are scattered
through twelve states. including
those in the east which long resisted
the movement from the west for
universal suffrage.

The three women seeking to suc-
ceed themselves are Mrs. Florence
P. Kahn of California; Mrs. Edith
Nourss Rogers. in Massachusetts,
both elected to succeed their hus-
bands who died in office. and Mrs.
Mary T. Norton. Democrat. New
Jersey. '

Mrs. John W. Langley. Republican
of Kentucky. aspires to the seat
from which her husband resigned
after his conviction and sentence to
the federal penitentiary at Atlanta
for violation of the prohibition law.

Cordell I-Iull. former chairman of
the Democratic National committee.
and a. minority leader in the House.
finds himself opposed by a. women—
Mrs. Anne Thompson, Republican—
in the Fourth Tennessee District.

New York has five women candl-
dates. all running on the Socialist
ticket. and Illinois has three. all

city government everywhere. and is

The proposal for the abolition of
the districts came, not from the peo-
ple. who are directly ni‘t‘uclvd: but
from one man. and judging from the
way it was and is being emphu-
sized. and every other feature of
charter revision shelved, all the cir-
cumstances would lead one to be-
lieve that the idea. had its origin
elsewhere than in the minds and
desires of the people of this city.

I believe that the proposal has
for its immediate motive the dis-
crediting of the South Norwalk elec-
tric plant: and the more general mo-
tlvs is the discrcditinrz of all muni-
cipn participation in business whdi‘d“ ' .
private interests may compete. A

gory.

South Norwalk built and (levels
oped their plant. Under the man-
sgerlal hand of the late Mr. Win-
chester it became known through-
out the country as one of the best
managed and most profitable plants
of its kind. By this moans. South
Norwalk has today a lower rate for ""
electricity than the rest of the city. I
and there is no service charge. In w
addition the district receives a hand-
some profit from the plant. the
amount for last year being some-
thing over seventy thousand ($70.-

000) dollars. These facts and fit:-
nres are indisputable. They tell
their own story.

For years propaganda has been in
circulation throughout the city. but
especially uptown, that the plant is
a joke. This was not pushed very
hard or for during the life of Mr.
Winchester because _ he could and
irrefutably so, answer it to tho satis-
faction of everyone. He knew—and
there was no comeback against his
statements of fact and figures. 80. i
during his administration of the ‘
plant. the question of taking it over
by the city. was held in abeyance.
Now they are out to have the city
buy tho plant at a cost which will
be in the neighborhood of four hun-
dred thousand ($400,000.00) dollars.
and possibly as high as five hundred
thousand ($500,000.44) dollars; op-
erate it a short time and then in the
supposed interest of the city. sacri-
fice it to some private concern.

The item of cost of the appraisal
of t utilities and other properties
of th districts has not been given to
the people at all. This is an im-
mense task for highly expert and
consequently high-priced men. I am
informed that the cost is based on 0.
percentage of the valuation and
that the usual rate is five per cent.
The fiscal value «the South Nor-
walk water work‘is in round fl-
gurcs. one million eiiars.

That of the First District is about
the same. but both may he apprais-
ed at a higher figure because of
other factors that determine real
value. Placing the appraisal of the
Electric works at a minimum of
