School Board Doesn’t Favor Move initiated By
Ministers.

by ministers of that city. has been
pigeonvholod in Waterbury by
tho board or education. acord-
ing td private advices treat many
members ot the board and the
plan will or. remain so me is
the board is concerned unless
pressure is brought ircm outside.
The plan was proposed by ii cum-
mlttpa 0! local ministers about three
months ago. The board received the
plan and referred it to thc commit-
tee of the whole. The board. tollow-
tng the regular meeting. met in se-
cret. as the committee oi the whole
and discussed the plan but took no
action on it. Since then the subject
has never been tormallly discussed
by the board either at its regular
meetings or committee meetings.
Withhold Opinions.
At the committee meeting at
which the plan was discussed, tow
decided opinions were expressed by
any or the members but all of them
said they tell. there was such a dc-
cidad division or opinion among the
public on the merits of the plan that
nothing should be done until the
public has shown clearly what the
majority wanted. None 0! them
thought the majority of the public
was either for or against the plan.
Consequently. no iurther meetings
were held on the subject and it was
decided to let things drltt until the
board could sound out public senti-
ment on it.
Inquiry in Waterbury brought
frank admissions trom several of the
members that the matter has been
pigeon-holed and will not be brought
up again by the board. Nothing will
be done about it. they said, unless
the committee of ministers who
originally sponsored the plan again
come before the board and ask for
action or unless some person or or-
ganisation outside the board presses
the matter. There. is. apparently. no
one on the board who is enough inl-
iercsted in the plan to bring it up
nor anyone sumelontiy opposed to it
to ask for rejection. Consequently
the present status will continue in-
(lcllriitely unless outside Influence is
brought.
All agree that if some plan could
be arranged for giving the school
children ethical or moral instruction
without raising the question of sep-
aration of church and state and
without raising the question of son-
