has been blamed for permitting
Noel to remain at large after his
"elopement" in June. merely upon
his father'l declaration that he
wolfld assume full responsibility for
his behavior. Dr. Smith says it
would have been almost impossible
to hold him if the family had raised
the question in court.

to the police.
In the face of this unusual rec-
cord. Noel still was free to buy a
pistol. drive a car and come and go
