“I want to say a. few words to you
about'the National Guard; its object
and its local needs.
"Congress on June 4, 1920passed
the National Detense Act which pro-
vided for the future Welfare and de~
tense of this country as follows:
“The first line of defense to be the
Regular Army. thegseco'nd line of de-
fense the National Guard and the
third line or defense the organized
population or 40. 000. 000 and on this
basis our army would amount. to
656. 260. Belgium with her army
at 120. 000 and a population of. 7.-
500. 000 would make our army 1.-
080, 000 and Japan with an army or
27" 7. 000 and a. population of 77. 000.

"Now let us look at it from an
area basis. the nu'mber ot square

"The U. S. exclusive of the Great

men. England (British Isles) has

about one twenty-fourth of this
country and on that basis our army
would total 3,960,000. Italy with
118,000 square miles is about one
twenty-seventh of the size of this
country and a strength per mile ba-
sis would give us an army of 6.750.-
