announcement that the hearings would

Captain Damon E. Cummings. a
station commandant. first witness. said
he issued orders for the flight on Nov.
19. directing Lieutenant Kloor to take
tenants Farmland Hinton to accom-
pany him.
In his order. Captain Cummings
said. he directed that the Clam be at—
tempted "on a suitable day." and gave
no further orders.
Explaining that the purpose of the
flight was to train pilots. Captain
Cummings said:
“Cold’wcather is, especially desira-
ble for balloon flights because the big
bags have more buoyancy then. The
gas lost is least when the heat is least
