An Alleged Dominican outrage.
’ . SENATE, Washington, June 8.
Mr. FERRY (Reg: Conn.) presented a me—
morial from a . Hatch, setting forth
that his rights as an American citizen had
been violated in his unjustifiablearrest, im-
risonmeut and sentence to death by the
ominican authorities, and that his release
was prevented b the interposition of Gen.
Babcock, an o cer of the United States
Army, who was acting as a commis-
sioncr for the annexation of San Domingo.
Mr. Ferry commented upon the case, assert-
ing that Gen. Babcock had stated that the
imprisonmentof Hatch was necessary, to
prevent him fi'om divulging in Washington
certain objections to the ratifications of the
Dominican treaty. If the she truth of this
assertion was shown, Gen. Babcock deserv-
ed no longer to be an Officer of the United
States.
Ma. SUMNER (Rep., Mass.)—He ought to
be cashiered at once. .
MR. FERRY moved the reference of the
matter to the Committee .on Foreign Rela-
tions, with instructions to send for persons
and pa ers.
MB. 8m0m3(Rep., Mich.)said the man
.Hatch >was a worthless scoundrel, who,
without any sort of authority, had given
a- certificate for a ship-of-war to leave a port
of San Domingo to prey upon the Domini-
on Government, and in various ways had
cooperated with the rebels. He thought
that the great mistake of the—Government
was thatthey did not execute him.
MR. FERRY said Mr. Hatch was a resident
of the town in which he himself lived ; and
that he knew him and would trust to his
honor, and integrityias quickly as he would
the Senator from ichlgan.‘ After the ex-
ceedingly jvile language of that gentleman
itwas necessarya word should be said in
defence of Mr. Hatch. He proceeded to
show that'the authority for the statement
of Mr. Chandler would be shown to be un-
founded.
MR. NYE moved to refer the matter to a
Clpmmittee of five, to be appointed by the
‘c an.
MR. THAYEE (Rep, Neb.,) inquired of Mr.
Ferry whether he had ever presented his
complaints a ainst Gen. Babcock to the Sec-
retary of the tale or President.
Mn. WFERRY replied that he had never
made any complaint against Gen. Babcock,
and did notnow make any. He said the
facts that he had stated in connection with
that office had come to his notice incident-
ally, while looking into a case ofan outrage
upon me. rights of an American citizen.
Frompvidence in his possession, he , believ-
ed'ev’er‘ word of the charges to be true, and
he also eli'eved that within a weekvthe Sen-
ator fiom‘ Nebraska would aeknOwledge
their truthfulneSs. .
MR THAYER said his friend Mr. Ferry.
had heard Only one side of the case, and
upon that had avowed his conviction that
the charge was true. He (Mr. Ferry) had
prejudged the case, and was now anxious
to bias the judgement of Senators.
MR. FERRrfinterrputing) said : If the Sen-
ator, (Mr. Thayer) would only be patient,
and wait until the Committee was appointed
jif appointed at all, all uncessary informa-
';;fiOn would be forthcoming. He, (Mr. Ferry)
had now upon his desk the papers bearing
upon'the point suggested, but did not now
desire, to consume the time of the Senate
by an elaborate explanation. The Senator
would ascertain at the proper .time that,
isincelast- December, efforts had been made
f'tOObtaiu the release of Mr. Hatch, which
.efi‘orts were, successful sometime in May,
and he would ascertain that there was abun-
dant reason for the presentation of the me—
morial oer. Hatch to the Senate. His own
judgement, in view of all the circumstances,
was that the course which had been taken
on presentation of the memorial to the Ben-
ate Was proper and justifiable.
' MR. THAYER rose to mpg, but yielded the
floor upon arequest by R. HOWE (Rep,
WIS') to take a vote as it was nearly two
o’clock.
M-R. SUMNER proposed the reference to a
Special Committee, and suggested to make
the number of the Committee seven.
The suggestion was accepted by MR. FER-
RY, when the motlon for a Special Cnmmitt-
cc of seven, to consider the facts set forth in
the memorial of Mr. Hatch was adopted
without a division.
The VICE PRESIDENT announced as a
Special Committee to investigate the impris-
onment of Mr. Hatch by Dominican Gov-
ernment, and. the circumstances therewith
connected, Messrs, Nye, Ferr , Howard,
Williams, Warner, Seburz, and ickers.

Senator Ferry in the late debate upon uni—
versal amnesty, with a friendly hand. Gen.
Ferry has 'won an enviable position in the
Senate. He is known as a gentleman oftln-
impeaehable personal integrity, absolutely
flee from. the suspicion of being even a
filendpf Jobs of any description. He is en-
tirely Independent, and will do as he thinks
right, whether he agrees or not with the ad-
mlnlstratlon or his party upon the Georgia
question, the San Domingo question or an
other. .We have always held in these co -
umns views of the amnesty question quite
different (tom Senator Ferry’s, but it is im-
possible nottocall the attempt to casthim out
of the party quite ridiculous and unwarran-
tcd. The Chicago platform contemplated a.
tune . when it would be best to remove all
disabllltles imposed upon rebels. Senator
Ferry thinks the time is come. A great
many others, ourselves among them, are un-
able to see it, but it is a question of fact not
of law. , We don’t believe that the So'uth is
unable to find-capable men'to hold the ofli-
ces Without . universal amnesty. A large
class of the smaller fry might be enfran-
ehlsed, but all graduates of the military and
' naval academies, all ex-congressmen and
cabinet ofllcers and foreign ministers who ,
went into the rebellion and all who voted
for secessxon in the state conventions, ought
to be kept out of office for a time. They
can help their section, if they are disposed
to be loyal,» without holding office. They
are not forbidden to write, speak, print or
vote. The~South can get ~ along without
thegrholdin'g otlice better than it did with
their holding office in 1860-61. It was their
mistaken impression, that they and they on-
ly were fit to rule the South that led to the
wpr._ If they are now even decently sub-

wrll‘not- make trouble because they cannot

good currency bonds in preference to gold-bearing
