to those who have not paid much attention
to the subject that the climate should be so
mild. But the phenomenon is strictly accord-
in with the laws that regulate our planet.

country, the climate is always many degrees
milder in the same latitude than it is where
it lies west of it,“ we see in Europe, Italy
and Spain, for example, produce the same
kinds of fruit with Florida. although Gibral—
tar is in the same latitude (or very nearly)
with Norfolk, and Genoa is twa degrees
north of Boston. London is in fifty-one and
a-half ofnorth latitude, and Paris in forty-
eight whilo thesame parallel in Canada is

uninhabitabie, in like manner on the Pacific
coast, we‘find the growth around San Fran-
cisco such as may be seen in Louisiana and»
Texas, the parallel of sixty crosses the ex-
treme southern end of Benn ’3 Sea. To the
.south of thil‘pomt'we shoul expect climate
such asthatof Maryland or Pennsylvania.
Following the indentations of the coast from
that sea to the extreme southern point of the
late Russian possessions, we shall pass over,
I should suppose, at least a thousand miles
of coastline.
Instead of a worthless, dreary, god-forsa-
ken country, it would seem we hays come in
to possessiou of what ma one day turn out
to be a mighty empire. t has at least all
the elements which lie at the foundation of
such. It has a good climate, a good soil, an
immense coast, numberless ranges of timber,
inexhaustible supplies of coal and iron, the
precious metals in abundance—everlhing in
fact that is necessary to lay the foundation of
a mighty self-sustaining empire. Why Rus-
sia should wishto sell it puzzles me I sup~
pose, however, she wishes to go to war, and
is averse to leave it as-a temptation to French
or English enterprise—Elbhmond Whig.

of Norwalk, in said State, respectfully showclll.
that by their charter and the laws of this State, they
have tllc power to lay out, alter and discontinue high-
ways and grade the same. as they may deem necessary ;
and that all moneys raised for highway purposes in the
town of N orwalk and ill said borough or Norwalk are
paid into the treasury Of said town, and by said town
expended as the proper authorities of said town think
best, upon the highways in saidBorougII and sllld
town; that the po‘wcr to grade highways by statute has
been taken from said town and vested in‘said borough,
exclusively, is a necessary part. of the repair of high-
ways, and that said borough Imvingihe power to grade
its own highways, should be allowed the power to re

purpose should be allowed the money collected by fax-
