'sembly—As you are about to close this session of your
legislative duties, I can I)! congratulate the citizens of
our. State, that the discharge of such duties has been
committed to men who have honestly labored to pro-
mote fhe general welfare, and that you have been able
to meet the just expectations of your constituents.—
Your session has been protracted beyond that of lust
year, but the large amount of business which has re-
ceived your consideration gii'es evidence of your dili-
gence.
~ The resolution: which have passed your honorable
body, will give employment to capital,nnd an-opportu-
nity secure the benefits of lawful enterprise.
' The public acts will tend to restrain the vicious, to
protect the virtuous and obedient, and to enlarge the
sphere of liberty, to an extent fihich can be secured
only by the restrain: of just and righteous laws.
In the performance of these duties, it has been grati-
fying to learn that while you have entertained views re-
specting measures of public interest differing from each
other, and have advocated them with earnestness, yet
it has been without bitterness or acrimony, and each
has liberally yielded to others the same right to cherish
and be guided by their opinions, which you have claim-
ed for yourselves.
As we contrast the liberty and blessings which we en-
joy, with tholburdens which are borne by the subjects
of monarchial and despotic governments, we can but no-
knowledge our obligation to Hiui who has led us thus
for in peace, crowned us with prosperity, and given us
such evidence of his favor. If we shall have an intel-
ligent appreciation of our privileges, and make a wise
use of our powers, we may commit all the infer-sis of
our State into the hands of Him who guards the falling
sparrow, With increasing confidence that he will lead us
to a higher and more glorious destiny.
As we separate, permit me to acknowledge my obliga-
tions for the uniform kindness and courtesy which 1
have received from each one of you, and to assure you
of my sincere desire for your happiness, for the
§rosperity of our State, and for the prosperity of our
atonsl Union. ,

ed sine die, by the Secreiary of State.
The convention arose while'the Governor passed out.
