CLEVELAND, May 2.—For the next tWO Weeks or more the delegates of the Amal- gamated Association of Iron and Steel Workers. one of the strongest labor organs izations in the world. which hasa mem- bership exceeding 500,000, will be in ses‘ sion in this city. The opening session was held today in Memorial hall, and President M. M. Garland responded to the address Of welcome made by the vice president, P. H. McEvey of this district. From the number and nature of the questions that delegates from many districts have been instructed to bring forward, the conven- tion will be one Of the most important held in recent years. One of the first things to be considered is the report of the scale com- mittee, composed Of 20 members of the as— sociation from various parts of the coun- try, and which has been in session for a week at Pittburg considering the scale of wages paid in different departments of the trade and investigating complaints and grievances. Until after its presentation to the convention the report will be surround- ed with strict secrecy. Some of the dele- gates incline tO the opinion that the pres- ent scale will stand for another year. The majority believe that it should be so re- vised as to bring wages back to the plane that prevailed prior to the business depres- sion, such restoration to cover all depart. ments of new Work, with the tin plate branch as the sole except-ion. On the changes that have taken place in the scale a competent authority speaks as follows: “Wages in the iron and steel industry have been steadily going down since the summer of 1893. The rate for puddling has dropped from 85. 50 to $4 a. ton, while in many places even the last named rate is scaled. The finishers agreed to a volun« tary reduction of 10 per cent in the ten- nage rate in 1893, and last year there was another reduction of a similar amount. The tin plate manufacturers demanded a reduction of 25 to 30 per cent and finally compromised with their Workers at one half these figures. The sheet mill hands are the only ones that have not suffered. The $4 rate for puddling, which is thelow- est the organization has conceded since it was brought into existence in 1876 and lower than was ever before paid west of the Allegheny mountains, must, it is held, become a thing of the past. N ctwithstand- ing the financial depression the organiza- tion is said to be stronger today than ever. Resolutions will be submitted to the con- Vention opposing the continued employ- ment Of women in tin mills, and also abol- ishing the present agreement providing for a notice Of 60 days for a change by either side at the yearly termination of the scale.
