SAN DIEGO’S SBNSATION.
A Hardworking Man Said to Have Wrong-
fully Put His \Vife In an Asylum.
SAN DIEGO, Cal, April 24.——Jeromo B.
Westgate, against whom sensational
charges of putting his wife in an insane
asylum have been made, states that for a
considerable time after he and Mrs. West-
gate came to San Diego she showod‘ signs
of insanity, but that no particular notice
was taken of her case until last October,
when she was regularly examined by phy-
sicians here, declared insane and commit-
ted to thepsylum at San Bernardino, from
where reports occasionally reached him
that she was no better. On April 15 he
lum that Mrs. Westgate had been released
on March 26, with a. certificate that she
was 95 per cent sane, and that she had no-
companied her sister to Chicago. West-
gate also states that he helped his wife to
obtain a divorce; that he was married to
her by contractin February, 1893. in this
city. and that he has this certificate still
in his possession. He further states that
all property is still in his wife's name; that
he has never practiced any cruelty toward
her, and that he was not aware until quite
recently that she was either liberated or
that any steps were being taken to secure
her property. He now declares it to be his
intention to procure a. divorce and apply
for a restitution of his property. as he con- .
elders it rightfully belongs to him.
Westgate is living here in a quiet and
unassuming manner and occupying a. cot-
tage that appears to have been built by care-
ful saving, and he is carrying on a small
calcimining business in order to make a
living. Neither his personal appearance
nor his habits would indicate a violent na-
ture or extravagant living.
Specimen Cases
S. H. Clifiord, New Cassel, Wis., was
troubled with neuralgia and rheumatism,
his stomach was disordered, his liver was
affected to an alarming degree appetite
fell away, and he was terribly reduced in
flesh and strength. Three bottles of Elec-

Edward Shepherd, Harrisburg, Ill. had
a running sore on his leg of eight years’

Considering Whitman's Case.
SAN FRANCISCO, April 24.—The grand
of Alonzo J. Whitman, alias Edwin J.
Delafleld, forger. who was‘arrested in New
York city Sunday. Two witnesses were
before the grand jury. They-were Chief
of Police Crowley and J. D. Maxwall, in-
surance agent, who was swindied out of
$500 by the skillful penmanship of Whit-
man. There were many other viuims.

rose this afternoon oil'ered in the senate
his long expected resolution calling for
an investigation of Philadelphia municipal
afl'airs, similar to that conducted by the
Lexow committee in New York.
A Mexican Amphitheater Collapses.
LEON, Mexico, April 25.—By the col-
lapsing of an amphitheater which sur-
rounded a cock pit at the village of Huitla
six men have been killed and several
wounded. The arena was crowded, and
the deaths were principally from sufi‘oca-
tion.

Important Canal'l’ro'posed.
SPRINGFIELD, Ills. , April 24.—Represent-
ative Ellsworth introduced a bill in the
legislature .today looking to the construc-
tion of a. ship canal from Lake Michigan
to the Mississippi river. The bill declares
it to be the policy of the state of Illinois
to precure the construction of a trunk wa-
terway through‘the state from Lake Mich-
igan via the Des Plaines and Illinois rivers
to the Mississippi.

Contests For the World's Championship to
Be at Cologne In August.
NEW YORK, April 2‘-.—The League of
American Wheelmen has received the fol-
lowing communication from Secretary
Henry Sturmly of the International Cy-
clists’ union:
“I have the pleasure of informing you
that it has now been definitely decided
that the world’s championships for 1895,
which, as you are well aware. will take
place at Cologne under the auspices of the
Deutsches Radfahrer bund (German Cy-
clists’ union). will take place on Aug. 17,
18 and 19. There will thus be three con-
secutive days of racing, which will not
necessitate the lengthy period of residence
which occasioned so large a proportion of
the expense at Antwerp last year. ”
This announcement will occasion con-
siderable interest among racing men, as
the League of American Wheelmen may
decide to send a team to Germany to rep-
reseil America in the championships this
year.
Last season the international events
were held in the same month as the L. A.
W. national Championships.

To Abandon Oil For Coal.
CHICAGO, April 24. --A good many of
the large steam plants now burning oil.
will return to coal May 1. One reason is
that the price of steam coal is low, and an-
other reascn is that the contracts between
consumers and the Standard Oil company
for the most part expire May 1. The

sumers that the contracts would not be re-
newed on the present basis.

the present. At the opening oil was odor--

A MATTER OF MAPS.
latest Development In the Investigation
of the Trenton Scandals.
TRENTON, April Sat—The senate invest
tigating committee today took up the ques-
tion of the printing of the reports of the
state board of assessors and the furnishing
of maps therewith. It was proved by J.
Brognard Betts of the state board of educa-
tion office that he and Colonel John T.
Vancleef, secretary of the state board of as-
sessors, drafted in 1887 the original maps,
the copies of which were used in the re-
ports each year thereafter. It was shown
by the state records that the total number
of maps paid for during these years reached
41,000, and that they had been billed to
the state by the difierent contractors who
printed the reports, although the maps
were not called for by the specifications.
The contractors bought the maps from
Colonel Vancleef, paying him the same
price as was charged the state, less a 10
per cent discount. Sinneckson Chew of
Camden and Howell Quigley of Trenton.
two of the contractors, swore that their
authority for furnishing the maps wasL
Colonel Vancleef himself, and that they
had billed the maps to the state and paid
the money over to Vancleef. less the com-
mission. The books of the John L. Mur-
phy Publishing company, who also printed
reports, showed the same transactions.

Republic from Houston says that the
negroes who escaped from the colony
of blacks in Mexico, who were lured from
their homes in Georgia, Alabama. Missis-
aippi, Louisiana and Texas on premises of
an easy life and eventual independence as
a reward of industry, say they are held in
wretched slavery by the men who formu-
lated the scheme and obtained from the
Mexican government the land on which
they are settled.
