THE WEATHER.

The weather (0-day promises to'be
fair and partly cloudy, with showers,
nearly stationary thermometer, much
sultrlness and southeasterly winds.

Public Improvement.

The proposed paving of Wall street
from the railroad tunnel to Mill Hill,
and of Main street from Wall street to
Hoyt street, macadamizing of Main
street from Hoyt street to the New
Canaan Road, are improvements which
should be made. It would be trite to
advance arguments in behalf of the ad-
vantages of good roads to any town or
municipality. When, however, it be-
comes necessary to pay' for substantial
improvementsme believe there is room
for a reform in our present methods.

In the city of Washington the cost of
all new work of a like character to that
above mentioned,is assessed two-thirds
upon the property fronting upon the
work, and one-third upon the city at
large.

In prosperOus Danbury the cost of
new sewers is paid, in part, by an as-
sessment of $1.25 per lineal foot against
property fronting upon the street
whereon the sewer is laid, the balance
of the cost is laid upon the city gener-
ally. ‘In many other cities a similar
rule has been adopted, and its fairness
is clearly apparent. -

We believe the time has come for
some mall plan to be adopted here in
Norwalk. The macadamizing of West
avenue was a splendid public improve-
ment, but it seems hardly fair, for in-

can’t ride a bicycle, pay an extra tax
of fine mills for macadamizing a street
Illnlllf a mile away. We do think, how-
ever, it would be fair to make our
friend the err-postmaster pay one-third
of the cost of macadamizing East ave-
nue, in front of his premises. _

"The advantages of the assessment
plan are : the plans and needs of public
improvements are more than otherwise
carefully considered ; the work is paid
for in part as it advances, and there is
not that rapid increase in the public
debt, nor is the tax rate excessively
high; the locality especially benefitted
pays for the benefits directly received.
The adoption of some such rule as
above outlined would not, in our judg-
ment materially check the inarch of
public improvements, and it would
keep down the public debt, decrease
the tax rate, compel those specially
benefitted to pay in part for what they

enjoy. If our present Borough charter _

does not allow of this rule, then, it
should be amended as soon as our leg-
islature recovers from its present at-
tack of “suspended animation.”

The Maryland nepunuczms.

OCEAN CITY. Md., Aug. 28.—"hailman
Hodgson called the Maryland Republican
state convention to order. When the con-
vention met it looked as if Henry M. Cla-
baugh, of Carroll county, would be nomi-
nated for governor, but Colonel William
G. Van Nort, of Kent county, showed no
disposition to abandon the contest, saying
he would await the verdict of. the convene
tion.

It Mustn’t Interfere with Canada.

OTTAWA, Aug. 28,—In the senate Pre-
mier Abbott assured that body that the
utmost precautionswould be adopted in
regard to the im'portationof American
cattle in bond for slaughter in Canada and
shipment to Great Britain, adding that if
it was found that the privilege endangered
Canada’s cattle trade with Great Britain
the government would cancel it.

Borrowed and Shipped. .
HAMILTON, Ont., Aug. 28.'—A sensation
has been created in German circles by the
announcement that Lawrence Roehma,
president of the Germania club, has skip-
ped with between $2.000 and $3,000, chiefly
“borrowed money. Roehma has the con-
tract for the Saengerfest badges and med-
als. He is thought to be on the American
side.

Stole the Town’s Money. -

FOXBORO, Mass, Aug. 28.—Robert W.
Carpenter, a trial justice, law practitionei
and chief of the fire department, is wanted
for misappropriating $300 of the town’s
money. He is also charged with embez-
zlement. He has left town and his where-
abouts is not known.

France’s Call for Recruits.

PARIS, Aug. 28.—Fra.nce, in the total
military conscription for the present year,
calls for 188,569 recruits. Of this number
185,837 men will be assigned to the [land
forces, while the remaining 2,730 men will
be detailed to the naval service of the re-
public. '

HUDSON, N. Y., Aug. 28.—-Rutus Lawton,
an old man of eighty-six, committed sui-
cide at Churchtown by hanging. De-
spondency was the cause.

tress, Miss Leonora Mitchell, who was shot
in a railway carriage two weeks ago, died
