WASHINGTON, Dec. 30.—The bond bill as' passed by the ‘house, amends the re sumption act so as to permit the issue 0 3 per cent coin bonds, redeemable after ‘five years, at the pleasure of the govern ment, and payable in 15 years, with thu speoiflgproviso thaanthing jnflthe Lil _' shall be construed to rcpcal'the’act of 187! for the reissue of the greenbacks, and that the bonds shall first be offered for sub scription at the subtreasuries and deposi- tories of the United States. The second sec tion of the bill provides for the issue 0. three year debt certificates of dcnomina tions of $20 and multiplies thereof it amounts 'not exceeding $350, 000, 000 ti meet temporary deficiencies. The bill wa: passed by a vote of 170 to 136, 47 Repu-b licans refusing to act with the majority of their party. The Populists and Demo crats, with the exception of Mr. Hutch lnson of Texas, who voted for the meas ure, presented an unbroken front against the bill. The Bayard Investigation.
