Moderate Organs Denounce the Chambeli
For Defeating Ribot‘s Ministry.
PARIS, Oct._ till—Le Journal des De-
bats, Lo Dix-Nouvieme Sioclo and other
moderate papers deplore the fact that the
chamber of deputies did not. accept the
statement of the ministry regarding the
Southern railway scandal instead of vot-
lng the government down. '
Thc'result is, these journals say, that.
the chamber has given the country a spec-,
tools of inconsistency and recklessness, the
consequences of which it will probably be
lhe first to regret.
The Radical and Socialistic press are
delighted with the result. The Conserva-
tive papers declare that the ministry has
lallen on the question of public morals, a
majority of the chamber of deputies hav-I
lug become exasperated at. seeing the
ministers always inclined to hush up pub—
lic scandals.
Journals of all shades of opinion ap-
preciate the difficulty the situation pre-
sents for the president and the future cab-

ture of the Alleged Murderer and His
Victim and Tried to Shutter
the Alibi Theory.
SAN FRANCISCO, Oct. 31.—The closing
Iddress in the Durant trial was delivered
today by District Attorney Barnes for the
prosecution. After reviewing the known
details of the murder of Blanche Lamont,
which he said was without parallel. he
said that the circumstances which had
been brought to light showed that Miss
Lamont; was murdered by some member
of the church who had keys to the build-
ing and in whom she had confidence. The
murderer must .also have been a man
‘ whose cunning was' sufficient to enable
him to stifle the natural feeling of timid-
ity which always accompanies innocence
end induce the girl to go along with him
to the church. “Such a man,”.said the
district attorney, “is Theodore Durant.
Only a monster capable of taking the life
of an innocent girl could remain cool, im-
passive and almost; defiant when accused
of such a. crime. Such a man, of such
rare quality that if confronted at last
with the proofs of his crime he could and
he would, as he: has done, sneoringly smile
in the awful presence of the relics of his
victim, torn by his hands from her body,
and exhibit neither passion nor emo-
tion, neither sympathy nor regret, for
the unfortunate child he had brought
to a premature grave. Such a man could
listen with grim‘ complacency while his
counsel struggled to weave a web of sus-
picion and accusation around one whom
he knew to be innocent, and from the be-
ginning to the end remain the same nervo-
less, impassivo, smiling villain.
Searching Denunclatlon.
Durant’s crime was not committed un-
der a. blind and furious impulse to revenge
some real or fancied wrong to his person,
his property or his character, nor from
motives of gain, nor in the commission of
robbery, nor yet under the hot spur of
jealousy. It was in every sense a cold
blooded, vicious murder. It was without
the slightest provocation or apparent ex-
cuse or palliation. The assassin chose for
his victim an innocent and helpless maid-
en. She was undeveloped in mind, pure
in life- and thought, of simple and unsus~
pecting nature and presenting in body
none of the qualities which are supposed
to incite the evil passions of seducer and
libertine. For the scene of her dreadful
assault, the murderer selected an evan-
gelical church, dedicated to the worship
of God. He took the life of his victim, not
with tho savage mercy of the quick pistol
or the silent knife, but butchered her
with the lingering process of strangula-
tion, driving his cruel lingers deep into
the tender flesh of her slender throat, and
so fiercely did he do his devil’s work that
the stigma of his crime remained until the
discovery of her corpse, clearly discernible
as the cause of death, not only by the
surgical examiner, but by the most un-
lcurned obs‘erver. . iWhnt other, if any,
Wrong was done her before her soul went
to heaven we do not know. The advance-
ment of natural decomposition baffled in-
vestigation and made knowledge impossi-
ble, but we do know that either living or
dying, or dead, shc'was taken by him up
the steep stairs of the steeple of the belfry
of the church, where he supported the poor
body with blocks of wood and left it there
to rot in nakedness and wither in the cool
western wind that swept through the lofty
spire. Ho hid the remains where he be-
lieved they would remain undiscovered
and have no promise of Christian burial.
A Pathetic Picture.
None saw the crime save the God whom
he feared not, as be extended the naked
and slender form on tho belfry floor, laid
the thin arms across tho undeveloped
bosom, propped the head and straightened
the meager body in the dust. Not 0 hu-
man being had beheld his retreat from
the awful presence of the death which was
his work, and the secret was safely locked
in his own breast. There lay the speech-
less nnd untestifying corpse, and what
was it now to give him fear? It had been
nothing but a girl, after all, and concern-
ing her there would be the same old story
to which he could help to give currency——
the some Old story of a. vanished girl, a
distracted family, an lnefi ctive and per-
functory search among t a house of ill
repute, a reluctant conclusion that this lit;-
tlo one, like others of Eve’s daughters,
had gone to her moral destruction; a pic-
ture turned to the wall, a. name never
spoken and oblivion, personal and secial,
for poor lost Blanche Lamont.
Coming to the prisoner’s evidence, the
district attorney said:
“Durant’s testimony is a mass of con,-
tradictions from beginning to and. Not
only has he corftradictcd the testimony of
the prosecution‘s witnesses. but he has
contradicted the testimony of his own. I
submit to you, gentlemen, that there is
nothing in the testimony of the defendant
or any witnesses presented by the defense
to establish the alibi that the defense has
tried to build up in this case.”
The “’aller Case.
WASHINGTON, Oct. 31.——Tho state de-
partnmnt; has notified Mrs. Waller that;
any statement she wishes to make or any
papers she desires to file in her husband’s
behalf should be put in immediately, be-
cause of the desire of the department. to
take the ease up for consideration. At-
torney Crammond Kennedy, who is acting
for her, says he infers from this that. the
record in the case has been received.
She Defends Miss Flagler.
NEW YORK, Oct. 3l.—Mlss Alice French,
better known as Octave Thanet, the writ-
er, is in New York for a day or two on
route to Washington. Miss French came
from her homo in Iowa to visit Miss Flag-
lcr, who killed a negro boy in Washington
some time ago. Miss French says no one
,should blame Miss Flagler seriously‘ for
the accident and declares her indictment
to be the work of politicians.
Stabbed His Sister.
J AMESTOWN, N. Y., Oct. 31.-At Falcon-
er, a suburb of this city, H. J. Elmer
Lagerqulst, a Swede, stabbed his sister,
Mrs. James Nyberg, with a knife, inflict-
ing a. terrible wound. The uffray was the
result of domestic difficulties. The wom-
an’s injuries will not prove fatal. The
would be assassin has been arrested.
Ex-Prime Minister Dead.
MELBOURNE, Oct. 31.-—-Mr. J. B. Pat-
terson, formerly prime minister of Vic-
toria, is dead. . His ministry resigned

ployees of Moerschke’s horse meat packing
house have been arrested by Sherifl Hayes
and four deputies after a most exciting
