CHICAGO, Aug. 1.-—-Pat Quinlan, under
the questioning of Chief of Police Baden:
och has let the cat out of the bag by ad-
mitting that “Mascot” was H. H. Holmes’
confidential man in Fort Worth, Tex.
“Mascot” is the man the police have been
looking for. Just a. few minutes before
Quinlan had stated that Allen, the man
confined in the Little Rock penitentiary
for horse stealing, was Holmes’ confiden-
tial man. The questions were plied faster
and faster, and Quinlan admitted that
“Mascot” was the man who had been close
to Holmes in Chicago and was his right
hand man in Fort Worth. "He engi-
neered all the big deals for him,” said
Quinlan. “I was not good enough for the
fine work.” -
From further questioning the police be-
lieve that Hatch, A. E. Bond, through
whom Minnie Williams’ property in Fort
Worth was conveyed to Benton T. Lyman;
John C. Allen, A. C. Caldwell and “Mas
cot,” who figure in difl'crent times and
places in the Holmes case, are one and the
same man.
Holmes not long ago asserted that the
man Hatch took the Pitezel children to
Toronto in company with Minnie Wil-
liams, and that if he could be found he
could clear up the mystery of their death.
Detectives who are working up the case
in the West‘have evidence that Hutch came
west after the visit to Toronto and was
caught stealing horses in Arkansas.
The man confined in the Little Rock
penitentiary claims to be able to give the
history of Holmes’ deeds from first to last,
but insists that he be pardoned out first.
Detective Rea. of Fort Worth last night
telegraphed that Allen is the much want—
ed “Mascot,” and that he has given up
valuable information.
Going After Allen.
By agreement between States Attorney
Kern, Mayor Swift, Chief Badcnoch and 1
Attorney Capp, who represents the heirs
of the missing Minnie Williams, the latter
will leave for Little Rock with credentials
and authority for granting him the power
to represent the state of Illinois in re-
quosting the absolute and permanent re-
lease of Allen from the Arkansas peniten-
tiary, such immunity being granted on
condition that he fasten the crime of mur-
der on Holmes by unmistakable and exist-
ing evidence in this city. '
Within ten days, unless the present
plans miscarry through some technicality
or Ofi'icial disturbance, Allen will arrive
in Chicago in custody of Attorney Capp
and the proper officers of the law. Attor—
ney Capp, in an interview after his con-
sultation with the chief of police, said:
”There is no question in my mind that
this man Allen can tell about the murder
of the Williams girls, Mrs. Connor and
her daughter Pearl by Holmes, and can
direct us as to where the bones of these
four are buried. As to the Cigrand girl
and others whose disappearance and death
‘ have been charged to Holmes, I cannot say,
at this time. Allen was the confidant and
associate of Holmes for a. long time, and
We know enough of his knowledge of
Holmes’ affairs to safely count on his be-
ing able to tell the story of the crimes.
“We will prove absolutely that Holmes
murdered the two Williams girls, Mrs.
Connor and her daughter Pearl. We will
bring Allen to Chicago and he will tell
the story of the murders as they Were
committed and point to the place where
the bodies Were d1sposed of after Holmes
had performed these terrible deeds of mur-
der.”
Telegrams have been sent to Governor
Altgeld apprising him of the situation
concerning the transfer of Convict Allen
to this jurisdiction, and asking him to
Officially request the governor of Arkansas
to deliver Hatch to the Illinois authorities.
Chief of Police Badcnoch was not par-
ticularly enthusiastic today over the Lit-
tle Rock end of the investigation.
“This man Allen may be able to 'convict
Holmes,” saidthe chief, “but I do not
regard it as by any means certain that he
can tell as straight a tale as has been re-
ported. I believe that it is worth our
while to investigate his story thoroughly,
however, and we will find out What he
knows.” .
Attorney Copp declared that his state-
ments regarding the convict had been ex-
aggerutcd.
“I am not certain, as has been stated,
that this man can convict Holmes,” he
said. “I am hopeful, however, and will
go to Little Rock to investigate. State
AttorneyKorn thinks he can secure Al-
len’s pardon if we find it advisable and
will at least make an effort if the story
develOps. ”
Arnold Raps Chicago’s Detectives.
MINNEAPOLIS, Aug. 1.—-C. W. Arnold
of this city, the insurance man whom the
detectives of Chicago have been searching
for for a long time, has made the follow-
ing statement:
“I left Chicago June 8, 1893, long after
the Holmes matter was published, and did
not even know he was under suspicion for
any crime. The statement that every effort
has been made to find my whereabouts is
the most ridiculous part of it and brands
the detectives and reporters of Chicago as
being most extraordinarily stupid, for
there are at least a hundred people who
have all along known that I was in this
city and I have been in correspondence
with a. number of business houses for
months. ,
“B. F. Pitezel’s policy lapsed long be-
fore I left Chicago. There is nothing I
know about the Holmes case that the
courts are not welcome to when they want
it, but as far as the murders are concerned
I would probably be a. better witness for
Holmes thamfor the prosecution, if they
have nothing in reserve better than most
of the matter that has been published in
the last few days.”
The ~Western Floods.
WICHITA, Kan, Aug. 1,—Another six
inch rise of water rushed down the river
and the country is now flooded for miles
around Wichita. Nearly all the small
bridges on the adjacent streams have been
wrecked by the backwater from the Ar-
kansas, against which they Were not so-
cured.

NIAGARA FALLS, Aug. 1.—Edward Mag
loney, 21 years old, was instantly killed
at the electric lightworks in this city by
receiving a shock of 3,000 volts of elec-
tricity through his body. At the time of
the accident Maloney, in company with

another.
