Europeans Fear That the Bedouins
Will Attack the Town.
SEEKING REFUGE ON SHIPS.
The Allied Powers Arc Determined to
Stand by Their Original Demands
and n. Conflict Is Regarded In
London as Inevitable.
CONSTANTINOPLE, 'Juno 6.-—Adviccs re-
ceived here from J iddah, Arabia, the so. .
port town of Mecca, where the consular
officers of Great Britain, Russia and
France Wore recently murderously assault-
cd, announce that a panic prevails there
and that it is feared the Bedouins will at‘
took the town. The latter are held ro-
sponsiblo for the attack upon‘thc consuls
which resulted in the death of the British
vice consul, and a number of them were
arrested in consequence. This has caused
an angry feeling among the Bedouins, who
demand their release and who threaten to
use force if their demand is not complied
with. The situation is so serious that the
Europeans of Jiddah" are hastily seeking
refuge on board the merchant vessels in
the harbor, taking with them all they pos-
sibly can of their belongings.
It is also stated in tho advices from
J iddah that the arrival there of the Brit-
ish Mediterranean Squadron, numbering
17 warships of various classes, is anxious-
ly expected even by the Turkish authori-
ties, as the garrison'is very weak.
In addition to the excitement caused
among the Bedouins by the arrest of those
supposed to have been connected with the
assaults upon the foreign consuls, the Bed-
ouins are dissatisfied with the quarantine
measures which the Turkish government
has been compelled to take at Mecca at the
instance of the powers, in order, to prevent
the introduction of cholera into northern
ports by the return of infected pilgrims
from Mecca.
Ono Cause of the Attack.
In fact, it is believed that these sanita-
tion measures were the real cause of the
attack upon the consuls. The measures
referred to were quite recently taken under
severe pressure from the powers and at the
instance of the Turkish international
councils of health, for the purpose of
cleansing the holy places frequented an-
nually by so many thousands of pilgrims.
These sanitary improvements began
April last at Jiddab and at other tow s
of tho Hejaz, or pilgrim district of Arabia,
and they include the building of hoopitals,
the frequent disinfection of} the places ro-
sorted to by pilgrims, the selection by the
health 01110ch of the camping places, fur-

provisions and general sanitary supervi-
sion over the pilgrims. To thisnew order
of things the latter have been strongly ob~
_ jccting, looking upon it as an unwarrant-
ed intorference upon the part of Europeans
in their religious customs, and it is feared
that the 'so called holy men are exciting
the pilgrims against the Europeans
It is known here that the pilgrims are
violently opposed to the erection of the
sanitary huts outside of Jlddah, prefer-
ring to crowd together in their usual dirty
fashion in the slums of the city or in the
filthy camps usually used by the pilgrims.
Envoys Awaiting Instructions.
The envoys of Great Britain, Russia and
France in this city are awaiting instruc-
' tions from their governments in regard‘to
the situation of affairs at Jiddah as well
us regarding the refusal of the Turkish
government yesterday afternoon to agree
to the reforms in Armenia which have been
proposed by the powers. In this connec-
tion the situation of affairs is unchanged.
The porto‘s reply, however, is regarded as
a momentary success for the military par-
ty. . On the other hand, the policy of Tur-
key in this matter is criticised by the Ot-
toman statesmen, who regard the porto’e
- action as disastrous to Turkey.
Great Excitement In London.
LONDON, J uno 6,—Thcre was much ox-
citemont in London and at the foreign of-
fice on account of the receipt of dispatches
confirming the dispatches from Constanti-
nople, announcing that the Turkish gov-
ernment had refused to agree to the re-
forms in Armenia which were demanded
by the representatives of Great Britain,
France and Russia. All the foreign office
officials. including the secretary of state
for foreign affairs, the Earl of Kimberley,
were at their posts, and have assembled
again at the foreign office. There is a‘
strong belief in Well informed circles here
that the reply of the porto was purposely
.draftod in unfavorable terms [in order to
gain time. The sultan is invisible during
the Bairam. one of the two great Moham-
medan festivals of the year, which has now
commenced. Consequently the powers, it
is asserted here, will new address a stron-
ger note to tho porto, and in addition they
will back this up by a naval demonstra-
tion.
The crisis in the east is already regarded
on all sides as being grave, and this fool-
ing is intensified by the news from Con-
stzintinople today, telling of the panic at
Jiddah, the threatened attack of the Bed-
ouins and the flight of Europeans who
are seeking safety on board the vessels in
the harbor. It is freely predicted here that
an outbreak is inevitable. There is no
question of the powers abating their de-
mands in any form, although there is a
growing belief that Russia is backing Tur-
key in the latter’s refusal to agree to the
reforms demanded by the powers for Ar-
menia. . '
The full text of the demands of the pow-
ers was published here today. It makes
over 3,000 words, and the main points of
it have already been cabled.
Demands of the Powers.
The note of the powers in this connec-
tion makes 12- distinct suggestions or de-
mands in regard to Armenian reforms as
follows:
First—The eventual reduction of the
number of vilayets.
Second—Guarantees for the selection of
valis, or governors. .
Third—Amnesty for Armenian politi-
cal prisoners.
Fourth—Return of the Armenian exiles
to their homes.
Fifth—Final settlement for common
law crimes.
Sixth—The inspection of prisons.
Seventh—The appointment of a high
commission to supervise the reforms.
Elghth.-—- reation of a permanent com-
mittee of control at Constantinople.
Ninth—Indemnity to the Sassoun and
other victims of the recent massacres.
Tenth. —-Rogulation of religions conver-
sions. . ,
Eleventh—Maintenance of the Armeni-
tns’ rights and privileges.
Twelfth—Peeition of the Armenians in
other vil yets of Asiatic Turkey to be r'eg‘
ulated o the same basis.

' A Murder-62's Attempt at Suicide.
Emma",- N. Y., June 5.--The eon-
demned murderer, Martin V. Strait, who
is sentenced to electrocution during the
week of July 21, for the. murder of his
wife and sister-lullaw, wronohed the ban-
dle off his drinking cup and jabbed it into
his neck several times. Failing to make a
fatal wound. he made a stab for the jugu-
lar vein and inflicted an ugly gash. He
was immediately put in irons and the
wounds sowed up. Later he was removed
to Auburn. "

Bitten by a Rattler at a Ball Game.
Ecuunrr, Ind, June 5—30 jamin No-
lan, who attended the baseball game here,
'was fatally bitten by a rattlesnake while
sitting in the park. The reptile hit him
several times and then fastened its fangs
so securely in his desk that it had to be
killed before it was removed. The snake
was over 3 feet long and had eight rattles
