The Majority of the Special Committee to
Investigate Troy Elections Declares
That All Forum of Crime
Have Been Committed.
ALBANY, March 7.—Tho ”report of the
majority of the special senate committee
to investigate Troy elections is a. bitter at-
tack On United States Senator Murphy.
After detailing that rcpcatin g, riot, assault
and even murder have been common 'it
says:
“It is the exemplified work of a. desper-
ate and hitherto rcsistlcss political ma-
chine, so adjusted, organized and "run as to
enable individuals in the name of the
Democratic party and in defiance of law to
overthrow government and thwart the
rights of sufiragc. This machine is an 01'-
ganization composed of professional politi-
cians, having a. recognized, acknowledged
and responsible head, an d operates through
Democratic election Officers and other out-
laws supported by a police department
and a. police force obedient to its dictation.
This organization, known as tho ‘Murphy
machinc,’ approves, rewards and protects
its tools and thus pcrpvtuatcs its power.
The process known as ‘I'cpcating’ is ac-
complished by persons not entitled to vote,
' going through the city singly or in bands,
voting in the various districts on the
names of legally registered voters. A ser-

goant of police, an cx-prcsidcnt of the com-
mon council, :1 member of the detective
force, are samples of the official positions
held by those who escorted and guarded
those criminals in the commission of their
crimes. In Taro instances those aiding the
repeaters claimed to be Republicans, but
they are what is knowupas ‘Murphy Re-
publicans,’ a class as mu’éh distrusted in
Troy as tho Murphy Democrats themselves.
They are on the board of police commis-
sioners, on the police force and in other
stations, and object submission to Murphy
is the apparent price of their appointment.
Their chief value lies in their pretended
affiliation with the Republican party, for
Democrats can be found in abundance to
commit crimes. The need is to find men
who will do vilc service, and at the same
time by professing Republicanism place
part of the Odium upon the Republican
party. The cause of this revolting condi-
tion in Troy is what is known as Murphy-
ism. Decency in politics seems not to
have been known in recent ystrs in that
city. ‘

”Under this machine a system so de-
graded and rotten has been created and
fostered that no person who has not actual-
ly heard the testimony could believe that
a condition so appalling and corrupt could
exist in a civilized and decent community.
The Republican party is in no way respon—
sible for this condition, but some individ-
ual members of that party are responsible.
Year after your Murphyism has gained
strength. One Republican has surrender-
ed himself for office, another for business
advantage, another through four or cajol-
cry, until scores of prominent; Republicans
who were Willing to trade their political
principles for personal advantage are now
serving Murphy as Republicans. The of-
fcct upon the Republican party of this
pernicious system is that large numbers of
apparently respectable men claiming to be
Republicans can be put into immediate
and determined action at the bidding of
Mr. Murphy, even though such action be
against Republican measures and against
the overwhelming sentiment of the Repub-
lican party.
“ In the fall of 1893, although the state
gave a. majority of over 100,000 against
Isaac H. Maynard, Troy, in spite of the
overwhelming and unprecedented upris-
ing, gave Maynard a majority of nearly
6,000, the frauds of that election being
without parallel oven in that corrupt and
degraded city.
“The conclusion of your committee is
that in the city of Troy election crimes are
due to the utter disregard of law by the
leaders of the Democratic party, to a. dis-
honest and incompetent police force and
tho subscrvioncy of many so called Repub-
licans to tho atrocious service of the Mur-
phy machine. ”

SAN FRANCISCO, March 7.——Gcncra.l An-
tonio Ezcta is apparently domiciled por—
manently in this city. According to his
intimate friends, he has given up all
thoughts of returning to San Salvador.
Custom house records, however, show that
there are now on the way from Paris con-
signed to Ezcta the full equipment of a
war stood and also the full costume of a
general.
A Baby Burned to Death. ‘
TACOMA, March 7.——Tho 11-months—Old
boy baby of John McCallum was burned
to death today.‘ Its mother left it playing
on the floor with her little sister, who
found some matches and began playing
with them, with the result that one ignit-
ed. Tcn minutes later thomothor returned
and found her baby dead.

A Step Toward Civilization.
BERLIN, March 7.—A dispatch from St.
Petersburg to The Local Anzeiger today
says that an imperial decree has been is-
sued abolishing thc use of the knout- for
offenses committed by the peasantry, who
have been completely at the mercy of the
local judges. _

confirmed the nomination of Silas W. Burt
