to indicate that the pension and fortifica-
tions appropriation bills will be ready for
submission to the full committee by that
time, and it will be our aim to have the
house begin its work on the appropriations
virtually with the beginning of the ses-
sion if so disposed.
“The remaining bills we wish to have
ready to report to the house immediately
after it reconvenes after the holidays. ”
Mr. Sayers expressed the opinion that
the appropriation to be made at the ap-
proaching session would amount in the ag-
gregate‘to about the same amount appro-
priated for the present your, in round num-
bers $492, 000, 000. '
Mr. Sayers says that while there will be
no river and harbor bill at the coming
session the necessary expenditures for
carrying on contracts. already made will
help to keep the total up about as high as
if there were a separate bill. The new
ships which will be nearing completion
will also be among the items which will

for putting the income tax law into oper-
ation. ’
0n the other hand, smaller payments
on account of Indian treaties will proba-
bly be necessary, and no appropriation
will be required for sugar bounties.

WASHINGTON, Nov. 26.—-There is a
prospect that if congress fails to take ac-
tion on the suggestions for the modifica~
ticns of the national currency system
which it is understood will be recommend-
ed by the president or the secretary of the
treasury. there will be an effort to secure
legislation looking to the appointment of
a monetary commission on the lines of
the bill suggested by the Commercial club
of Chicago. This plan embraces the ap-
pointment by the president of a commis-
sion of nonpartisan character, whose duty
will be to investigate the nature and
working of each kind of money in use and
in their reports indicate the monetary
standard which will best promote the for-
eign and domestic trade of the United
States and preserve the public credit at
home and abroad.
Comptroller Eckels says that the atten-
tion of the secretary of the treasury has
been drawn to this plan, and that he (Mr.
Eckels) is inclined to favor the plan in
case it becomes evident that no direct
remedial legislation can be obtained dur-
ing the approaching session. He said,
however, that there had been no system-
atic eflcrt to proomte the scheme for a
commission, and that in no event would
it be pushed as long as there was any pos-
sibility of securing more direct legislation
for the improvement of the financial sys-
tem.
The Bids For the Bonds.
WASHINGTON, N cv. 26.—Thc bids for
the $50,000. 000 bond issue recently oflered
by Secretary Carlisle numbvr 297, aggre-
gating $154.370,900. The largest bid
was the syndicate bid of tthnitcd States
Trust company, Drcxoi, Morgan & Co.
and others, at 117.077 for the whole
amount or none. This bid was the best of-
fered, as the aggregate of bids above this
figure was only about $10,394, 150, leaving
about $89,675,850 at a loss figure. Ac-
cording to the terms of this bid the gov-
ernment will pay 3.878 per cent interest
on the $50,000.000 as against 3 per cent
carried by the February issue. Altogether
the result of the bids is eminently satis-
factory to the treasury department ofii-
cials, as it shows that not only was there
a brisk rivalry for the bonds. but the rate
of interest demanded was even lower than
was generally expected. At no time dur-
ing the pendency of the issue has Secre-
tary Carlisle doubted that it would all be
eagerly taken and at satisfactory rates.
Disappearing Gun Carriages.
WASHINGTON, Nov. 26.—-—After long ex-
periment and much competition, the army
ordnance officers have found atype of dis-
appearing carriage for the 10 inch sea
coast rifles which in simplicity of opera-
tion and economy of power fills the re- ,
quirements. This is what is known as
the Buflington-Crozier carriage, the in-
vention of two expert ordnance ofiicers.
Some time ago proposals were invited for
the construction of ten of these carriages,
and the lowest bid has come lrom a west-
ern firm, the Kilby Manufacturing come
bany of Cleveland, at $12,350 each, other
pids ranging as high as $22,000.

Makers’ union held a meeting last night,
but did nothing in regard to the resolu-
tions from the convention held in New
York ordering a strike here. The garment
workers here have no intention of going

A New Medical Discovery.
BERLIN, Nov. 26.-—Professor Behring
has come out with a new discovery, ty-
phoid serum. He claims that it acts cura-
tively in the case of typhus fever with
about as large a percentage of successful
treatments as the diphtheria serum.

BALTIMORE. Nov. 26,—Charles V. Ven-
iorn, alias Charles Dean. was arrested
here yesterday at the instance of Inspector
McLaughlin on the charge of grand lar-
ceny in New York.
