The Constitutional Convention Passes -
an Important Amendment.

A Spirited War of Words Between Mr.
Root and Mr.'Roohe—Elereafter Nine-
ty Days Must Elapse After Nat-
uralization Before Voting.
ALBANY, Sept, 13.—As soon as the con-
stitutional convention was called toorder
Mr. Dickey moved to recommit {the
amendment providing for the separation
of state and local elections, with instruc-
tions to amend by adding the following:
“This section shall not apply to any
city the population of which, according
to the latest enumeration, from time, to
time made, is less than 50,000, nor to elec-
tions of any judicial officer except judges
and justices of inferior local courts. ” '
It was adopted.
The amendment introduced by Mr.
Roche providing that 60 days’ citizenship
shall be necessary to voting, was taken up.
On motion of Mr. Countryman six months
was substituted for 60 days by 72 to 63.
Mr. C. B. McLaughlin moved_to recon-
sider the vote.
Mr. Verder moved to lay the motion. on
the table. »\ It was carried by 68 to 44. '
Mr. Bowers moved§to amend by making
the period of probation 10 days. It was
lost. ,
Mr. Roche moved ‘to amend by reduc-
ing 90 days to 30 days. _ ,
Mr. Countryman‘snid he had come to
the convention to act independently. Lat-
terly he had seen a disposition on both
sides to practice politics. He intended to
take no part in the struggle. He did not
think that a foreign born citizen should
have greater rights than one of American
birth.
Mr. Jenks said that Mr. Countryman
was a Mugwump. .
Mr. Roche argued in favor of the 30 day
period. '
Mr. Root said he had seen Mr. Roche
vote to make the period of citizenship six
months. -
A Little Diversion.
Mr. Roche—-That is false. That is not so.
Mr. Root—As the vociferation of the
gentleman has made what I was trying
to say‘inaudiblo, I repeat that since I
have seen the gentleman this morning
vote in favor of six months naturaliza— 1
tion, I am not inclined to give his argu-
ments much weight. The motion to
amend was lost by a vote of 56 to 103.
The amendment was passed by.a vote
of 102 to 54, and read as folows:
Section 1 of article 2 of the constitution is
hereby amended as follows:
Sec. 1. Every male citizen of the age of 21
years who shall have been a citizen for 90 days
and an inhabitant of this state one year next
preceding an election and the last four months
atresident of the country and for the last 30
days a resident of the election district in
which he may offer his vote shall be entitled
to vote at such election in the election dis-
trict of which he shall at the time be a resi-
dent, and not elsewhere, for all officers that
now are or hereafter may be elective by the
people and upon all questions which may be
submitted to the vote of the people, provided
that in time of war no elector in the actual
military service of the state, or of the United
States, in the army or navy thereof, shall be
deprived of his vote by reason of his absence
from such election district, and the legislature
shall have power to provide the manner in
which and the time and place at which such
absent electors may vote and for the return
and canvass of their votes in the election dis-
tricts in which they respectively reside.
The vote on the above amendment was
substantially a party vote.
Resigns Two Congressional Nominations.
CLEVELAND; Sept. 13.—H. B. Harring-
ton, who was nominated for congress in
the Twentieth Ohio district on both the
Populist and Democratic tickets, has re-
signed both nominations. Harrington
was requested to resign the Populist
nomination by members of that party and
voluntarily withdrew from the other in a
letter in which he states that he accepted
the fusion no ination for harmony and
reform, but fln s that the former doesn’t
exist.
He Sought the Unattalnable.
MADRID, Sept. 13.—-—The Duke of San
Carlos, gentleman of the bedchamber oi
the king of Spain, whose suicide was an-
nounced yesterday, had a mania for be-
lieving that he was unable to attain moral
perfection. On Monday the duke attended
mass, took the sacrament, returned home,
locked himself in the bathroom, knelt on
the floor and shot himself through the

Prominent Real Estate Man Falls.
SALEM, Mass, Sept. 13. -Marshall H.
Abbott, One of the most extensive real
estate operators in this section of the
state, 'today filed a petition in insolvency.
His liabilities are estimated at $500,000.
Mr. Abbott says that his financial difficul-
ties date back to the big Lynn fire. His
direct losses at that time were very heavy.
One Yellow FeVer Case at Baltimore.
BALTIMORE, Sept. 13.—-Dr. John Gui-
teras of e marine hospital service, who
diagnose the cases of the patients at the
hospital, has sent a short report to Sur-
geon General Wy'mhn to the effect that
one of the patients’is suffering from yel-
low fever, another from typhoid fever»
and a third from intestinal trouble.
Twenty-six Horses Bprned.
FORT WORTH, Tex., Sept. 13.—-James ,
Calvin’s south side livery stable was
burned to the ground. Twenty-six head
of horses, valued at $5,000, and 86 bug-
gies and carriages, valued at $5, 000, were
consumed, together with a quantity of
feed. The stable and property burned had,
a total valuation of $25,000.
Relationsof the Sultan and Khedive.
LONDON, Sept. 13. —-A dispatch from
Cairo says that reports havereached there
from Constantinople that the relations be-
tween the sultan and khedive are far from
cordial. _, It is considered significant that
the khedive will return to Egypt after his
tour of Europe without revisiting the sul-
tan.
Lumber Adrift on Lake Erie.
DUNkInk, N. Y., Sept. 18.—When the
fishing tug Robert J. returned to her deck,
the captain reported that Lake Erie was
literally covered with floating lumber
about eight miles out. The tug brought
in about 1,000 feet, which is of prime
quality Norway pine. ,
Stage Robbed In Arizona.
PnENIx, A. T., Sept. 13.—-A stage was
held up seven miles south of Congress 'by
two masked highwaymen. Six passengers
Were in the coach. They were relieved of
all their valuables, the bandits securing
$500 in coin. Officers are in pursuit of the
robbers. ‘ _ .

CHICAGO, Sept. 13.——Attorney Claude
Waller, who was shot Saturday night last
by Lawyer Leo Boeder, died at the Poly-
clinic hospital today. Waller’s friends
insist that Roeder shot Waller intention-
ally during an altercation, while Roeder
declares‘ that it was accidental. Boeder
has been'locked up since the shooting.
