WASHINGTON, April 17.——For the second
time in less than a month death has visit-
ed the United States senate. and today the
sable emblems of mourning amped the
desk of the in e Senator Z. B. Vance.
The blind chaplain, the Rev. Mr. Mil-
burn, referred to the sad event in these
Words:

the foot of thytlu-cnc while the funeral knell
sounds through the capitol announcing the
death of another senator, while North Carolina
mourns the departure from her of abclovcd
and honored son. and the nation feels the loss.
\Ve bless thcc for his large native powers, skill-
ed in the wide experience ofpubllc affairs, and
forliis genial humor. enriching and illuminat-
ing all subjects he touched, making him kindly
with his kind. by virtue of which be shed
the influence of a wise and beneficcnt coun-

and by virtue of his place in this chamber on
the land at large. Grant- to the widow and the
children under this sore bereavement the only
comfort which can come to human hearts at
such a tiinc—unsliaken faith in thy holy gos-
pel and consolation and sympathy of thy be-
loved Sou. As the earlhlypart of one of our
brothers has entered on the border of the in-
visible world. grant that he may hear from thy
lips: “Blessed are the dead who die in the
Lord. Yea. saith the spirit, for they rest from
their labors." \Ve humbly pray, through Je-
sus Christ, our Saviour. Amen.
At the conclusion of the chaplain’s invo-
cation Senator Ransom (N. C.) arose and
in pathetic and eloquent words announced
the death of his colleague.
He sent to the clerk’s desk and had read
the customary resolution, which was
unanimously agreed to, declaring that the
senate had heard with great sorrow of the
death of Senator Vance and ordering that
:1 committee of nine senators be appointed
to accompany the rcnmins to North Caro-
lina: that the house of representatives be
notified of his death and invited to attend
the f uiicral, and that the sorgeunt-at—arms
should have charge of the funeral.
The Funeral Committee.
In accordance with the terms of this res
olution the vice president appointed the
following committee: Messrs. Ransom,
George, Gray, Dubois, Smith, \Vhitc, Man-
derson, Blackburn and Chandler.
The resolution of Senator Ransom ex-
tending an invitation to attend the funeral
at 4 p. in. today to the president and his
cabinet, the chief justice and associate jus-
tices of the supreme court, the diplomatic
corps, the major general commanding the
army and the senior admiral of the navy
,was also adopted.
The following honorary pallbearers on
the part of the senate were appointed by
the vice president: Senators Mom-ill, Sher-
man, Harris and McPherson.
The senate then, as a further mark of re-
spect, took a. recess.
In the House.
Chaplain Bagby referred feelingly to the
death of Senator Vance in his prayer when
the house met today.
No public business was done. A recess
was taken for .‘30 minutes to await the. of-
ficial announcement from the senate, pend-
ing which Mr. Coonibs (N. Y.) presented
to the house the following resolutions of
respect to the memory of General Henry
IV. Slocum, and they were unanimously
adopted: .
\Vhereas, “'0 have heard with profound rc-
gret of the death of a former and distinguished
member of this body, Major G cneral Henry \V.
Slocum, who died at Brooklyn on the morning
of the 14th instant,
Resolved, That in this death of one of the
great captains of the Union army during the
late war the country has lost a brave and skill-
ful soldier. awiso legislator and a pure citi-
zcn of high and dignified character; and
Resolved, That this preamble and resolution
be spread upon the journal of the house and a
copy of them be sent to his sorrowing family.
\Vhen the senate resolutions 011 the
death of Senator Vance were transmitted,
they were read at the clerk’s desk. Mr,
Henderson (N. C.) then presented in a few
upprOpriate words the resolutions of re
spect and sympathy drawn by the North
Carolina delegation. Those resolutions
accepted the invitation to join with the
senate in the funeral services at 4 o’clock
today. They were unanimously adopted.
The speaker appointed the following
committee to accompany the remains to
North Carolina: Messrs. Henderson (N.
0.), Black (Ills), Alexander (N. 0.), Brook-
shire (Inch), Crawford (N. C.), Daniels (N.
Y.), Strong (0.), Blair (N. H.) and Honk
(Tenn).
Tho-house then, in accordance with the
resolution, took a recess until 8:45.
The President’s Rights.
\VASHIXGTOX, April 17.——A constitution-
al opinion of great im portancc was render-
ed by Judge Nott of the court; of claims
today in passage upon one of two cases
arising out of the \Vcil and La Abra Mex-
ican awards. The question presented was
as to whether or not the president can law-
fully approve a bill after the adjournment
of congress. Judge Nott held that the
president has that right provided that it be
exercised within the 10 days allowed him
by the constitution.

arrived at Naples today on her way to New
York. The Chicago left Algiers yesterday
for Gibraltar. The fish commission steam-
er Albatross, which belongs to the naval
Bering sea fleet, has left San Francisco for
Port Townsend. «

Silver Dollars and Fractional Coin.
WASHINGTON, April 17.—The amount of
standard silver dollars shipped from the
subtreasury during the last week was
$362,320. The amount of fractional silver
coin shipped between April 2 and 14 was
$272,864. '

retary Hamlin has returned to the city
from Boston, where he Was the guest of
the Young Men’s Democratic club on the
occasion of their Jefferson day banquet. .
Senator Walsh Visits Mr. Cleveland.
WASHINGTON, April 17.—-The new sens-
tor from Georgia, Mr. Walsh, paid his first
wait at the White House todav.
