EDINBURGH, March 19.~—Lord Rosebery,
the new premier, spoke before the Liberal
association here last night. He was re
ceived with immense enthusiasm and was
dubbed the “Scottish Grand Young Man.”
During the course of his remarks the pre-
mier Said his thoughts Went back to the
past rather than to the present—to the im—
mortal days of Mr. Gladstbne’s first Mid-
lothian campaign, the memory of which
quickened his pulse. If Mr. Gladstone was
absent, Lord Rosebery continued, his in-
spiration was with them, and it was in
t at inspiration that the'government in-
tended to roceed.
Lol‘d R sebery continued with humor—
one reference to being excluded from the
house of 00mmons, saying that it was
called a proud position to drive a chariot
to the sun, but not being allowed to enter
the chariot it was difficult to explain one’s
self to an assembly of which one was not a
member.
Continuing, the premier remarked that
it was somewhat of a surprise to him' to
find that his speeches were beginning to be
read, and not only being read, but that a
great deal was being read into them.
[Laughton] This attention was very agree-
able, but not when the critics lacked be- .
develence.
Irish Home Rule.
Proceeding to deal with his famous house
of lords speech on the first night of the
session, Lord R0 ebery said: “N 0 man in

a mils that, but unfortunately the inter-
pretation they place upon my words is not
that which {I put upon them myself.
[Cheers] What I said was that if we want-
ed to carry home rule we must carry con-
victiOn to the heart of England, and by
2110 e words I'stand. They were a truism,
. p atitude, in the sense I uttered them.
But in the sense in which they have been
inter reted they bear a. meaning which, as
9. Se sman, I should be the first to repu-
diate.” [Cheers]
Later on Lord Rosebery asked if they
were really to believe that in all great
measures affecting the United Kingdom
they must wait for the predominant vote
eflEngland. Why, they would never carry
dnything. [Laughton] Lord Rosebery
then added:
“We do not propose to sit on the banks
of the stream of time and watch the stream
pass by until it runs dry. For the English
majority, in the cause we have espoused,
we shall try, as we have been trying since
1886, to bring conviction to the mind of the
partner having the greatest popularity—
the most votes. That does not seem en-
tirely an unnatural; proceeding.”
Having suggested that the London pmss
had been muddled by remembering that
he was a Sootchman and that Scotch rec-
torial elections were _ sometimes decided
not by the plurality of votes, but by the
majority of each four nationalities compos-
ing the university,’ Lord Rosebery then
quoted election figures as showing the in—
crease of the English minority favoring
home rule since 1886.
The English hiujority.
This conversion, according to Lord Rose-
bery, was shown by the reduction of the
antihome rule majority from 213 in 1886
to 69 in 1892. They proposed to continue
this reduction. He went further than the
timid Critics, for he believed that if they
asked for an English majority they would
get it.
The speaker continuing, said that he
must, however, point out that if he had
meant that an English majority was ne-
cessary to the passing of home rule he
would have been uttering an absurdity-
for he supposed that his opponents would
concede that-if the next parliament brought
a majority of 100 in favor of home rule
that this majority would also bring con,
viction to the minds of the house of lords
itself. 'Yet, as he proved by figures, such
a majority of 100 might be concomitant
with an English majority of 45 against
home rule.
The premier argued that Ulster and the
peers’ opposition to home rule was entire
ly due to the knowledge that English opin-
ion upheld them, otherwise the country
would have risen us one man against the
lords’ rejection of the bill. Therefore he
was determined to reduce the English ma-
jority against the bill.
There was a curious circumstance in con-
nection with this incident, continued Lord
Rosebery. He did not for a moment be.
lieve that the Irish or Liberal parties mis.
interpreted his remarks, therefore he sa-
gaciously concluded that the misinterpre-
tation emanated from the Unionist party.

The Irish Party.
He attached the greatest importance to
the closo and intimate union of the Irish
and Liberal parties and believed that it
was a real union. The Speaker made no
secret of the fact that he did not approach
the Irish question on historical or senti-
mental grounds. He approached it as a
great question of policy‘, which must be
ealt with as an imperial question and
which concerned other populations as
much as Ireland.
Lord Rosebery also said that he believed
that when they received the fast ripening
demand for Scotch home rule, if he was a
minister, he would not stand in the breach
to opposeit, and if he was not a minister
he hoped, as a man, to be in the storming
party. [Loud cheers]. . , ~
In conclusion,Lord Rosebery said that the
recent resolutidn oftthe house of commons
showed how strong was the feeling against
the house of lords. This question, howev-
er, could only be dealt with on the back-
ing, summons and inspiration of a great
pepular force. iVithout that the govern-
ment was absolutely impotent. They await- "
ed the people’s voice, and when they had it
they would be prepared to take the mess-
ures thus inspired. But, while the house
of commons talked of ending or mending
the house of lords, the house of commons
might look to its own mending by revising
the procedure Of defeat by obstructions.
