WASHINGTON, March 14.—Thc principal
business in the morning hour in the sen-
ate today was the approval of the assign-
ments of senators to committees to fill va-
cancies as agreed to by the Democratic
caucus. . ‘ '
A little bit of other minor morning busi-
ness having been disposed of, Mr. Stewart
(Nev.) took the floor at 12:30 in support of
the Bland seigniorage b1ll.
In the House.
At the opening of the session of the house
today Mr. Grosvenor (0.) as a question of
privilege challenged some statements made
by Mr. Morse (Mass) yesterday under the
guise of a correction of the record. In
this statement Mr. Morse said that the
district appropriation bill last Saturday
appropriated money for sectarian purposes
and at the same time had annihilated:
Christian bethel situated on a government
reservation.
Mr. Cogswcll agreed with Mr. Grosve-
nor that Mr. Morse had exceeded his rights
and privilege in making the statement he
did, and besides charged that the state-
ments were untrue. There was nothing in
the bill, he declared, to justify the lan-
guage used.
The speaker announced that Mr. Morse
had transgressed his privileges.
Mr. Morse said that if that were true he
would withdraw what he had said, but
this did not satisfy Mr. Simpson, who, con-
tending thut the Morse statement reflected
on every member of the house in charging
them with voting money for sectarian pur-
poses, moved that the entire statement he
stricken from the record, and the motion
was agreed to without division.
On motion of Mr. Hall (Minn) a bill to
withdraw from sale gold and silver lands
in the state of Minnesota was passed.
A bill to pension J ohn Phipps and other
minor heirs of Charles Phipps of Company
A, Twelfth Maryland infantry, was passed
on mot-ion of Talbott (Md).
At this point Mr. Morse (Mass) got the
floor, stating that he arose to a question of
privilege, and was proceeding to reply to
other strictures passed upon him at the
opening of the session when the speaker
called him to order, stating that the mat-
ter in no wise constituted a question oi
privilege.
Mr. Cogswell (Mass) moved that his
words be stricken from the record on the
ground that Mr. Morse was seeking, un-
der the guise of a question of privilege, to
reiterate his statement that the district
appropriation bill carried money for sec-
tarian purposes.
Mr. Grosvenor agreed with this, declar-
ing that when an intelligent, sane 1min
used language it should be taken in its
plain meaning—a violent assumption in
certain cases—and he protested against thl
violation of the privileges of the house.
A‘ Rap at Carnegie.
Mr. Cummings then asked unanimous
consent for the consideration of a resolu-
tion of‘inquiry directing the secretary of
the navy to communicate to the house all
information with reference to the alleged
violation by Carnegie, Phipps & Co. of the
contract between the United Stat-es and
that company for making armor plates.
Mr. Stone (Rep, Pa.) objected.
On motion of Mr. Enloe, (Dcm., Tenn.,)
the resolution calling upon the commis-
sioner of education for an explanation oi
the authority under which on article en-
titled “Higher Education in Tennessee,”
by the late Professor Salisbury Merl-inn,
had been printed by the board of educa-
tion, was passed.
The house then on motion of Chairman
Sayers (Dem., Tex.) went into committee
of the whole for consideration‘of sundry
civil appropriation bill. The bill carries
$32,306,362, $6,074,620 less than the esti-
mates and $9,409,928 less than the last sun-
dry civil bill.
There being no disposition to indulge in
general debate, it was dispensed with, and
the reading of the bill by paragraphs for
amendment under the five minute rule was
begun. ,
Mr. Cogswell, the leader of the nlinorit
on the committee, took the first opportuni-
ty to give the bill his indorsement. It
was he declared, a. liberal bill. The com-
mitéee had been liberal toward every inter.

liberal lines, and despite the reduction .
made compared with the last bill (over
$9,000,000) it was not made by imposing
upon needed appropriations. He pointed
out that large extraordinary appropria-

The probable length of the tariff debate
is a matter upon which Democratic sen‘

An Unnatural Brute Shot.
ST. JOSEPH, Mo., March 14.’—John Pum-
phrey of this city spent the greater portion
of last night whipping his wife and had
threaten ed to give her another beating this
morning. Today he told her he was tempt-
ed to cut her throat, and when he made a
move to strike her his stepson, John
Tombs, shot him in the back, inflicting a
fatal wound.
A child of Mrs. Wm. Kelsey, of
Waverly, N. Y., had contracted a se-
vere cold. Mrs. Kelsey procured a
