bled today. At 2 o’clock this afternoor
the members of the house of commons were
summoned to the chamber of the house oi
lords to hear the speech from the throne
After the usual formalities at the bar the
queen’s speech was read by the lord higl
chancellor, Lord Herschell. The speech
which was somewhat longer than the one
proroguing parliament a. Week ago was
as follows:
“MY Lonps AND GENTLEMEN—I regret,
in view of my speech at the recent comple-
tion of your arduous labors, to have tc
summon you so soon to renew them. My
relations with foreign powers continue
amicable. ' Satisfactory negotiations be-
tween my government and that of the Elm
peror of Russia for the settlement of the
frontier question in central Asia are pro
ceeding with a spirit of mutual confidence
and good will which gives every hope oi
an early and equitable adjustment. N ego
tiations are also in progress with the gov.
ernment of the United States for the pur.

“GENTLEMEN OF THE HOUSE OF Commits
—-The estimates for public service for the
year will be laid before you. They will be
found to make full and adequate provision
for the defense of the empire. The recent
improvement in the state of Ireland has
been continuous and marked. Agrarian
crime has been reduced under the admin-
istration of the ordinary law to the lowest
point reached in the last 15 years. The
condition, however, of a considerable body
of evicted tenants requires early attention.
A measure will be submitted to you with
the View of a reasonable settlement of a
question deeply affecting the well being oi
Ireland.
“Bills will be submitted ‘to you for the
amendment of the registration law and
the abolition of plural voting in parlia-
mentary elections, and measures dealing
with the ecclesiastical establishments in
W'ales and Scotland will also be submit
ted. There will also be presented to you
bills with the object of equalization oi
rates in London, the establishment of a
system of local government in‘Scotland on
the some basis as that recently accorded to
England and “rules, and the exercise oi
direct local control over the liquor trafi'ic.
“You will also be asked to consider meas-
ures for the promotion of conciliation oi
labor disputes, the amendment of the foe
tory and mines acts and reform of the pres-
ent method of conducting inquiries con-
cerning fatal accidents in Scotland.
“Upon all your labors and deliberations
I humbly implore the blessing and guid-
ance of Almighty God.” ‘ '
- Liberal Leaders Meet.
A meeting of the Liberal leaders was
held at noon at the foreign office. There
was a full attendance. Mr. John Morley,
Lord Rosebery and Sir “'illiam Harcourt
made speeches, which elicited prolonged
cheers. '
Lord Rosebery said they missed the
sublime figure which had not only enrich
ed the ministerial bench, but the house oi
commons also. It had been thought that
he [(Rosebery) ought to make a complete
declaration of his policy. ’
There was no need of such a declaration,
he said, seeing that there would be nc
change of measures, but only of men. The
cabinet had to intention of receding from
the policy they pursued at the last session.
The honOr of England abroad was safe in
their hands. ‘
Regarding the group of Irish questions,
the party was bound by every tic of honol
to continue Mr. Gladstone’s policy. It
would be an afiectation to deny that his
(Rosebery’s) speech in the house of lords
has raised doubts as to his position on the
uestions, but his critics must have read
13 e speech in '3. very cursory way if they
imagined that he designed to depart from
a full acceptance of the Liberal policy.

With Mr. Gladstone’s declarations con
cording the house of lords the queen’s pres.
ent adviSers entirely agreed. He had him-
self studied the question and perhaps had

language than Mr. Gladstone had made
use of. What the lords had to understand
was that with them the task of revision
was delicate and that rejection was dan-'
gerous. \Vith the democratic sufl'rage the
country ' now enjoyed, a chamber consti-
tillted like the house of lords was an anom-
a y.
The upper house, he said, had degener-
ated into an organization run by one man.
The government would lose sight of no
measures that might force upon the at
tention of the country this anomaly and
the grave perils to which the existing in-
stitution of the house of’lords exposed the
nation. .
The house of commons assembled short-
ly after 4 o’clock. Sir William Vernon
Harcourt and the Right Hon. A. J. Bal-
four, the Conservative leader in 'the house,
received loud ovations, and the various
ministers were loudly cheered 0n announc-
ing the bills promised in the queen’s
speech. The Irish members gave a most
enthusiastic welcome to Mr. John Morley’s
announcement of the evicted tenants bill.

ment has notified the representatives of
the foreign powers that operations against
the insurgents in the bay of Rio J aneiro
would be resumed after the expiration of
forty-eight hours.
As already cabled, the government fleet
is off the entrance of Rio de Janciro bay, a“
portion of the fleet, consisting of the Nic~
lheroy, Destroyer and Aurora, having
taken up a position in a bight at the en—
trance, between Fort St. John and the
Sugar Loaf .fort, preparatory, it is believed,
to bombarding Fort Villegaignon.
The remainder of the government fleet,
consisting of the AmericaJParanhyba and
the torpedo boats purchased in Germany,
are farther outside the entrance of the her-
