WASHINGTON, Feb. 12.——Tlie senate sub-
committee engaged upon the tariff bill
have begun on another very busy week‘
They find they have made sufficient prog-
ress to- “begin to see daylight in the dis-
tance,” as one of them expressed it. They
declined, however, to state when the bill
would be in shape for presentation to the
full committee. The indications are that
they are making every effort to complete
it so as to present it some time this week.
Not only the members of the committee,
but the experts who are assisting them are
putting in extra hours on the bill.
The developments indicate that the in-
come tax feature of the bill is to be undis-
turbed; that the bonded period for whisky
will be extended for two years beyond the
time at present allowed, and that the free
list will be very much curtailed and many
of the articles now in this list placed on
the dutiable list under the ad valorcm sys‘
tem. This latter change is to be made in
accordance with the committee’s plan of
making the bill strictly a. revenue measure
and to avoid the appearance of favoritism.
Preparing a Bill For Revenue.
The committee has been working in the
light of more information than it was pos-
sible for the house ways and means com-
mittee to have when the bill was before it,
and they have been devoting themselves
with assiduity to preparing a bill which
will meet the revenue requirements with
the end in View of preventing another rc-
sort to a bond issue.
They find in pursuing this investigation
and in view of the possibility of the con-
tinuance of the present period of depres-
sion that it will be consistent with this
purpose both to retain the income tax and
to place a duty upon sugar. Hence there
is little- doubt that they have concluded,
as far as they have decided upon any course,
to allow the income tax to remain substan-
tially as passed by the house.
The sugar duty will be added, but possi-
bly at not so high a. rate as the Louisiana
senators would desire or as has heretofore
been suggested. It maybe anywhere from
% cent to 1% cents per pound on sugar un-
der the 16 Dutch standard. There is some
opposition in the subcommittee to any duty
whatever on this grade, but the Louisiana
senators are so urgent in their demands
that the committee will find it difficult,
even if a majority were so disposed, to re-
fuse their request. If it should be made to
appear after the bill shall have passed the
senate that the bill will provide more 'reve-
nue than will be necessary and that the
house of representatives will be dissatis-
fied with and unwilling to accept it, it can
.of course be amended in conference.
The \Vhisky Tax.
Indeed the senate committee is taking
into consideration the probability of hav-
ing to make some changes at that stage
and is shaping the bill accordingly. It is
so with coal, and while it is understood
that the bill as it will be reported by the
subcommittee will favor a duty of 50 cents
per ton on coal it is believed that this will
be cut to 30 or 40 cents in conference.
The whisky men are working hard for
an extension of the bonded period, and
they are likely to succeed. The distillers
are devoting themselves more particularly
to securing an extension of the bonding
period than to preventing action on the
part of the senate looking to an increase of
the tax. There is still a possibility of a
material increase in the rate of the tax,
but no figures are given beyond $1.20 per
gallon, with the chances largely in favor
of the figure remaining as fixed by the
present bill, or at most that it will not be
put above $1.10, and- that whether there is
any increase over the Wilson bill or not
the bonded period will be extended to five
years.
The advocates of a duty on iron ore are
bringing strong pressure to bear to secure
aduty on that article, but have not met
with as much encouragement as the coal
men. The committee finds a difficulty in
the way which does not present itself with
coal. Coal is a simple article, and one ac-
tion upon that will suffice, whereas if iron
ore is transferred to the dutiable list the
change may necessitate the complete re-
modeling of the metal schedule. The ad-
vocates of duty admit this, but urge that
the necessities are strong. The Alabama
senators are understood to be especially
urging this scheme.
Putting 11 Jacket on a Big Gun.
WASHINGTON, Feb. 12.—-A difficult and
delicate piece of work was performed at
the gunshop of the navy yard here. It con—
sisted in fitting the jacket to the tube of
one of the new 13 inch guns for the navy.
The operation was entirely successful. The
jacket, weighing 37,685. pounds, was lifted
by the 110 ton crane from the pit in which
it had been heating for two days, and with
but little delay was shifted to a position
directly over the tube. It was then let
down over it very slowly, while workmen
stood by and turned the jacket from side
to side to prevent it sticking. Everything
went off Without a. hitch. Eleven of the
12 13 inch guns” that are to be made have
not been jacketed and are gradually near-
ing Completion}; They are for the ships
Indiana, Massachusetts and Oregon.
' Crushed by Tons of Metal.
VALLEJO, 0211., Feb. 12.-—J. W. Geering,
quartermaster in charge of steam engi-
neering on the monitorMonadnock, was
fatally injured in the ship’s hold at Mare
Island yard by the breaking of a chain
tackle. A steam cylinder weighing 6%
tons fell upon him.

RICEMOND, Ind., Feb. 12.—Abraham
Gear died yesterday, aged 75 years. He was
the founder of the Gear, Scott & 00. man-
ufacturing establishment. He leaves a
large fortune.
