GOTHA, Feb. 1.—-The Duke and Duchess
of Saxe-Coburg-Gotha, accompanied by
their son, made their state entry into
Gotha today. The occasion was one of
great pomp, the whole town being deco-
rated with the German and English colors.

liam Evans of this city took place near
Sharon, Pa. Riley was knocked out in the

were found by the grand jury for election
frauds today. The grand jury refused to
indict Colonel Ale): S. Bacon of Graves-
end and Frank Tompkins of Brooklyn.

Four Injured {JEWITOOL

Ala. says: A broken rail on the Central
Georgia railroad wrecked a passenger train
here. Two coaches and an express car
rolled down a 25 foot embankment. Four
persons were badly hurt.

Seeking a Motive For the Conduct ol
the Brazilian Admiral.

Possibility That He May Have Vv’unted to
Surrender to Benham Rather Than
to Peixotn-—Awaitlng Further
Particulars From Rio.
WASHINGTON, Feb. 1. ~— There is great
Ithough suppressed enthusiasm in naval
circles over the course things have taken
in Brazil. It is said that there are 80 mer-
chantmen in Rio barber bearing the Brit-
iSh flag. They have fumed and fretted
and practically been rotting in the harbor
without being able to land their cargoes.
The fact that the American government
has taken the initiative in insisting upon
the commercial rights of its citizens in a
foreign port is cherished as a glorious be
ginning for the new navy.
It is considered that Great Britain will
now feel forced to definitely assume an at
titudc and disclose her sentiment toward
parties in Brazil. It looks as though she
would either have to follow the lead of the
United States and insist on the right of her
merchant vessels to land cargoes in Rio
unmolested or to recognize the insurgents
as belligerents. If the insurgents acquire
belligerent rights, their blockade of Rio
could not be interfered with.
There are some questions yet to be an-
swered as to whether Da Gama has not
been impelled to his bold actiOn by a
promise from some power that he would
ultimately be recognized as a belligerant.
The only power likely to take such a
course is Great Britain. When Do. Gama
first gave notice that the anchorage for
merchantmen was to come within the line
of fire, the difficulty of making landings
was obviated by lighters for cargoes, and
the United States, urged by conservative
motives, allowed the point to the insur-
gents.
But Da Gama has encroa‘ched still fur-
ther on the same line until it had come to
be so that no landings of merchandise
could be achieved. Then Admiral Benham
took the matter into his hands and an-
nounced to the department here that he
proposed to secure the right of American
merchantmen to land their cargoes at the
wharves.
It it suggested as another motive to lead
D9. Gama to so aggressive an action that,
seeing his cause hopeless, he might desire
to surrender himself into the hands of the
United States authorities rather than to
Peixoto and was trying to give Admiral
Benham provocation to captpre him. It is
not considered that any such provocation
was given.
The peremptory announcement of Com-
mander Brownson of the Detroit after
the second shot was fired at the American
merchantmun, that if there was another
shot fired he would sink the Brazilian ves-
sel, seems to have effectually put a stop to
any further advance by the insurgents.
As nearly as can be learned, the official
report to the department shows that the
white vessels of the American fleet lined
up between the insurgent fleet and the
merchantman which was being conveyed.
There are rumors that two men were in-
jured on the Detroit. The probability that
they were injured by shot is denied quite
positively. It is believed that they were
hurt by the breech mechanism of one of
the guns, if the report of their injury be
correct.
The Bennington, now in the Mediterra-
nean, has been ordered to the Pacific sta-
tlon,und orders have been issued for the
transfer of her surgeon to the Detroit upon
her arrival at Rio. The proposal to have
the Bennington touch at Rio is believed to
be only an incident of her trip to the Pa-
cific and is not to be made with any pur-
pose to strengthen the United States naval
forces‘tbere. '
No official statement can be had of Ad-
miral Benham’s report of the incident.
Until something further is heard from him
it has been decided not to give out any-
thing on the subject. Admiral Benham
has been asked for further information by
the department.
The English Press Opinions.
LONDON, Feb. 1.'—The St. James Gazette,
commenting on the Benham-Da Gama in-
cident, says, “The precious Monroe doc-
trine seems to be construed into allowing
the United States alone to interfere in
South American affairs. ”.
The Globe remarks: “Admiral da Gama
tried to bully Admiral Benham and got
the worst of it. Events show that Admi-
ral Benham does not take the same view
of the affair as Lord Rosebery, the British
secretary of foreign affairs, who, replying
toa correspondent, wrote that he regretted
the deplorable state of affairs in Brazil,
but said that the government cannot de-
part from its general policy of noninter-
vention in the affairs of a foreign state.
Lord Rosebery added that the British na-
val ofiicer at Rio de J aneiro was giving the
same protection to British subjects as oth-
er foreigners were receiving from the na-
val forccs of their respective govern-
mentsi”
Continuing, The Globe says if Washing-
ton indorscs Admiral Benham’s action
England will be at direct variance With
the United States on a. vitally important
provision of international law.
The Exchange Telegraph company says
that dispatches have been received in this
city today, which appear to establish be-
yond a. doubt that Admiral da Gama pro-
posed to surrender to Admiral Benham
and that he would have done so had it not
been for the fact that his officers refused
to permit him to carry out his intention.
It is also again announced here that Ad-
miral de Mello has captured Curitiba and
a. large quantity of specie.
Wore They Not In “Real Ear-nest?"
Bunsos Avsns, Feb. 1.—Dispatches re;
ceived here from Rio de J aneiro say that
the Brazilian insurgents are making prep-
arations for a vigorous attack upon Santos
and Sao Paulo. The news that firing had
taken place between the United States
warships and the insurgent vessels seems
to have been greatly exaggerated.
Dispatches received state that. only sig-
nal shots were exchanged, and that no shot
was fired in real earnest. It is added that
the insurgents feel very much discouraged
at Admiral da Gama’s practical surrender
to the United States admiral, and it is re-
ported that the younger officers are in
faVor of having Admiral da Gama replaced
by a younger and mere energetic com-
mander.

ter Delia Shipp, record 2:11, died today of
