. WASHINGTON, Aug. 14.—The startling
news comes by telegraph from Brunswick,
Ga., to Surgeon General Wyman of the
Marine Hospital service that yellow fever
has appeared in that city and that its first
victim is the man who was sent there to
guard against the scourge. All informa-
tion concerning the matter known to Dr. '
Wyinan is contained in the following tale.

Dr. Wyman took immediate steps to pre-
vent the disease spreading. Surgeon Car-
ter, who arrived in Pensacola today from
Washington to take charge of the cordn‘n
established around the naval reservation
there to protect it from the city proper,
Was ordered by wire to proceed immedi-,
ately to Brunswick to aid the authorities
and also to act as an inspector to see that .
the United States sanitary regulations are
enforced. Passed Assistant Surgeon Ma-
gruder, who is in Pensacola, was directed
to relieve Dr. Carter.
Gross Carole assess Alleged.
SurgeOn Hutton, who had large experi;
ence in the Jacksonville yellow fever epi-
demic of 1888, arrived in Washington today
from Detroit, and he was ordered to Bruns-
wick. Dr. W. H. Branham of Baltimore,
a brother of the stricken surgeon, came
over to \Vashington and saw Dr. \Vyman
in reference to the news from Brunswick.
Oflicers of the Marine Hospital service
will not be surprised to learn that yellow
. fever has appeared in Brunswick. Last
month the Marine Hospital service assumed
control of the quarantine regulations
there, displacing the local authorities, be-
cause the latter had displayed gross care—
lessness 1n allowing a ship with yellow fe-
' ver on board to' pass the quarantine.
In a letter to Secretary Carlisle, recom-
mending the enforcement of the law which
provides that the federal government may
assume charge Of the quaIantine regula-
tions of any port where proper measures
,_ to prevent the introduction of epidemic
disease have not been taken by the state or
local authorities, Surgeon General Wyman
says in reference to an investigation by
Surgeon Carter:
“His report shows that quarantine regu-
lations were not enforced with regard to
the bark Anita Berwind, on which vessel
the captain, who died of yellow fever, was
taken sick, and that the quarantine au«
thorities at Brunswick have constantly
during this season failed IO comply with
the said regulations.“ * ~
Dr. \Vyman Assumes Charge.
“1 will add that the state of Georgia has
no state board of health and that the quar-
antine regulations at Brunswick are of a
local charactex altogether. I have there-
fore to recommend that Assistant Surgeon
John W. Branham, United States Marine
Hospital service, be detailed immediately
by the president to enforce the rules and
regulations; Assistant Surgeon Br‘anham
has already had quarantine experience, is
a. native of Georgia and is considered well
qualifier] to perform this duty.”

NASHVILLE, Aug 14. —Thirty six yellow,
fever refugees from Pensacola are stopping
in this city. They have“ been examined by-

them to remain here. Nashville has never
had yellow fever.
Savannah Fears Infection.
SAVANNAH, Aug. 14.—Savannah has de-
clared quarantine against Brunswick, and

S'r LOUIS, Aug. 14. —Dink Wilson, the

been arrested at Syracuse for the murder
Of a detective. He was captured there July
21 and gave the name of George A. Barnes.
Today Detective McGrath saw his picture
and instantly recognized it as that of Wil-
son.
Valuable Dogs Poisoned.
LONG ISLAND. CITY, N. Y., Aug. 14.—
Seven valuable St. Bernard dogs Owned by
Dr. Arthur Bitter, a dog fancier, 828 Ver-

poisoned by unknown persons, who admin-
istered arsenic to them.

just arrived, report the political situation

storing financial confidence in the govern-
ment. A still more important influence,
however, has been the pleasant attitude of
Minister Blount and the great abatement
in the hopeful expressions of the royalists

Count Constantine Popoff, high in the
Russian service and lately Russian consul
general at Shanghai, recently spent two
weeks in Honolulu. It has begun to be
surmised that his visit was not merely that
Of a tourist, but was forvpersonal observa-
tion of the political situation, with a view
to a possible Russian occupation of Ha-
waii. The count is known to have active
official interests in the development of east-
ern Siberia.
A Significant Fact.
In this connection it is a significant fact
that at the coronal Ion of the present czar
the embassy from Hawaii was given pre-
cedence over those from Greece and Bul-
garia land that the prime minister en-
deavored to impress upon the secretary of
the legation that Hawaii should be very
slow in making the concession of Pearl
harbor, which, he pointed out, would soon
be worth not less than $10,000,000. Such
an estimate of its value could be based
only upon his expectation of a strong fu-
ture competition for its occupancy, and
his interest evinced a clear sense of the im-
portance to Russia of a part in such com-
petition.
With reference to the recent predictions
of N ordhofi, that the people on the outer
islands will refusa to pay taxes, nothing
can be heard here of such a disposition on
their part, and the taxes are coming in
promptly from all sections. As to N ord-
hofl's recent charge, that the - provisional
government had tried to make a compro-
misc, with a view to the enthronement of
Kaiulani, they declare this to be totally

Royalists are still being persecuted, and

have been threatened with tar and feath-
ers. A barrel containing tar and a bag of
feathers was taken out to Palauia with
the intention of treating J. F. Bush, who
came to San Francisco with the queen’s
delegation. The annexationists failed to
find Bush, but went for an ex-member of
the queen’s cabinet. - They were scared
away by some Kanawka women.
The Latest Chinese Outrage.
The steamer City of New York also
brings details of the murder of Swedish
Missionaries VVikoholm and J ohannsen,
which was briefly mentioned in Hong
Kong dispatches early last month. The
missionaries were at Sunghpu, about 60
,miles from Hankow, and the riot, which
resulted in their murder, seems to have
been originated and put through in the
usual way. First, many false rumors were
set afloat and occasional placards posted of
‘the old eye gouging and heart digging
character. Then, when all was ready, the
matter wasfinished off by a band of men
evidently detailed for the purpose and ac-
cording to a prearranged plan.
The real root of it is to be found in the
very unsatisfactory understanding be-
tween the nativ’e officials and foreigners as
to their right of residing in the interior.
The missionaries believe they have this
right, and the natives notes if they con-
sidered the foreigners have no such right.
After the missionaries were attacked by
the mob and killed their bodies were terri-
bly mutilated. The native authorities
failed to take the slightest notice of the
matter further than rel using to allow any
one to remove the bodies, which lay where
they fell for several .days, when the foreign
ties relent.
The bodies were thereupon b1ought to
Hankow, where the tuna :11 took place. It
was the largest seen in liankow.. There
were strong detachments from each of the
three gunboats in port. and nearly all the
residents in the place followed the remains
to the grave.
