day by the council of administration.
The council, at its meeting, adopted the
following resolution:
That it is the sense of this council that all
concessionaries enjoying restaurant priv-
ileges on the :grounds at Jackson park shall
be required to formulate full schedules 'of
prices immediately and submit the same to
the executive committee of the World‘s Col-
umbian exposition for approval: and that
when so approved, said rates ought to be the
measure of lawful charge, and should not be
thereafter exceeded unless the same shall be
modified with the assent of said committee;
and that in every case the person patronizing
any restaurant shall be furnished with a slip
or bill of fare showing the charges to be paid
for the supplies and services rendered.
EIn case any one shall be subjected to a
charge in excess of said approved scheduled
rates such persOn is invited and requested im-
mediately to submit a written statement
thereof to this council, so that the same may
be promptlv investigated and the offending
party dealt with as the circumstances shall
warrant, it being the determination of the
council that the public patronizing the fair
shall notbe subjected to'any extortion or un-
reasonable or unjust demand, and it desires to
make it clearly understood at once that it will
take,vif necessary. the most summary meas-
ures to guard the public against all forms of
unjust imposition.
Italy’s Art Exhibit.
Angelo Del Nero, fine art commissioner
for Italy, was busily engaged today in the
Italian salon in the Art building superin-
tending the hanging and unpacking of
pictures and the arrangement of sculpture.
Only one-third of Italy’s art exhibit is in
the building, but Commissioner Nero said
the public would be admitted May 15, by
_ which time he expectedpto have all the
works of art in position. The rest of the
exhibit is in South Chicago, but by the
first of the week all will be in the Italian
section. The first case arrived in Chicago
April 26, and two ships brought the rest of
the exhibit. Everything is in excellent
condition, no losses or costly damages to
the treasures having been discovered thus
far. The Italian pictures and sculpture
number 500, and will be displayed in five
salons, besides the statuary, which will be
in the west court. ‘Probably the largest
painting in the exposition was hung yes-
terday. It is Corelli’s “Ave Marie,” a
gold medal winner.
End of the Relay. Bicycle Race.
The great relay ride from Boston to Ohio
cago was ended when J. P. Bliss, one of
Chicago’s speediest wheelmen rushed
through the crowd which had gathered in
front of the .Chicago Herald building and
placed his messagefronfi Adjutant General
Alfred Orendorf in the hands of Robert
Ansley, business manager of the Herald.
The exact time made from the Boston Post
office to the office of the Chicago Herald
was 1.12 hours and 48 minutes. Although this
time was twenty-four hours or so later
than that which had been scheduled, the
ride can be said to have been a glorious
success, for the record of last year’s ride
from New York to Chicago was beaten.
The last, relay, from Kensington to this
city was to have been ridden by N. H. Van
Sicklen, the great road rider, and J. P.
Bliss, of this city. They took the mes-
sage from Parker and Steele, and dashed
away with it over the dirty and muddy
road from Kensington into this city. Van
Sicklen carried the wallet, and Bliss rode
at his side. At Cottage Grove avenue and
Sixty-third street he collided with a heavy
truck wagon and.his wheel became en-
tangled—in the horses, feet, and 'was crushed
into a jumbled up mass. Van Sickleu was
unhurt, hoivever,'and in a second’s time
turned the message over to his companion,~
who sped. away with it to the Herald
office. The last fifteen miles of the race
was covered by Bliss in one hour and
eleven minutes. — »
James Glassford, a workman ' in Ma-
chinery hall, was fatally scalded by es-
caping steam yesterday. Two others were
badly scalded. '
The paid admissions to the fair grounds
yesterday numbered 14,299.

Irving. well known all over the eastern

service between Prince Edward island and

saw, has been visited by a destructive

THE HOME RULE BILL.

struct the Committee.
LONDON, May 6.——In the house of com-
mons yesterday the, Right Hon. A. J
Balfour asked the. speaker to state hi.
views regarding the thirteen instructions
to the committee'regarding the home ruld
bill. The speaker declared that the in-
structions were all out of order, excepting
that proposing that the bill .should be
separated and the part relating to Irish
representation in the imperial parliament
'made a distinct bill. « . '
The rejection of the instructions was a
great surprise to the house. 'Most of the
thirteen had been prepared by the most
practised parliamentarians and there had
been no general doubt 55 to their being in
order. _
Sir Charles Dilke, Radical, moved that
the pOVver of appointing county magis-
trates be transferred from the lords to the
lord lieutenants. .
John Dillon, anti-Parnellite for East
Mayo, and Mr. Asquith, home secretary,
favored the motion and Mr. Balfour op-
posed it. The motion was carried by a
vote of 293 to 240.
Twenty Persons Drowned.
MADRID, May 0.-—An accident by which
twenty persons lost their lives is reported
from the province of Saragossa. Near
Santa Eulalia, in that province, areligious
’ procession was crossing on poutoons the
Gallcgo ri. -r, which runs from the Pyre-
nees lo the Ebro. One of the'pontoons col-
lapsed under the weight of the procession
and a large number of people were plung
into the water. ~ Twenty perished in the
river.
Three Murderers Lynched.
ALBUQUERQUE, N. M., May 6.—Antonio
Martinez, Antonio Jose Barlas and Vic-
toriano Aragon, three murderers, Were
taken from jail at Las Lunas by masked
men and banged to a tree. Half a dozen
murders have been committed near Las
Lunas during the past two months, and
the citizens took this method of warning
the vicious element that crime must cease.

Brothers, which was wrecked on Brigan-
tine Shoals on Thursday last, were picked
up in a small boat at sea by the schooner
James W. Bigelow and taken to New
