inst.. aspecial dispatch was sent from
St. Joseph. Mo.. to a t‘hicago paper, in
‘ which it was stated that the “closing of
saloons in Atcliisou. Kas., has cut oil the
most ' profitable source of revenue,
amounting to thousands of dollars a
year. and as a result the city has not
revenue enough to keep it going; that
the police force, with the exception of
marshal and one policeman. had becn
suspcnded; that the services of tircincn
were to be dispensed with. and that gas
and electric lights wcrc to be shut oil.“
This dispatch was utilized by the As-
sociated Press, and thus published in all
parts of thé country. As a result I have
received many letters from dull-rent sec~
tions. making inquiries as to the truth of
the statements it embodied. and have
seen alleged facts commented 0“, in
dozens of newspapers as cvidencc that
the abolition of saloons has rcduccd
prosperous cities in Kansas to the vcrcc
tit-bankruptcy.
Similar lcttcrs have boon reccived by
the mayor of Alcliison. and by many
other citics of Kansas.
The dispatch rcfcrrcd to was proiiiptcd
by two iiiotivcs. It was llrsl sent from
a town in Missouri for thc purposc of in-
juring a rival city in K2lll$a>2 sccond. it
was inspircd by tho whisky iiitcrcst. and
intended to crcatc thc iiiiprcssion that

maintained without the rcvciiuc drrivcd

The gas and clcctric lights and watcr
supply of the city have never bccn turn~
ed off. Its ilrc dcpartmcnt has bccu and
is now continuously on duty. [is police

has. in absence of the saloons, been

the property of its citizens. '
A local dispute concerning the
methods of taxation. im‘olving the
adoption of a tax which has been collect-
ed in the city of Sr. Joscph for many
years past. is the only foundation for tho
malicious and untruthful dispatch from
that place.
Atchison abolished tho Inst of its sa-
loons in the fall of 1386. The whisky
interest prophcsicd that this action
would seriously injure the business of
the city. It had no such eil’ect. :‘lt‘lll‘

All the principal streets of the city are
now being paved; more substantial iiu-
~ movements are being madc. more buildv

previous year in its history.
Better than all. hundreds and thou-
sands of dollars that were fornicrly wast-
ed in saloons are now expended in feed-
ing. clothing and housing people, and as
a result thousands of wives and children
, in Atchison who were living in poverty
a few years ago. are now prospcrous.

three or four years. concerning . Kansas
and Kansas towns. ' , "
The whisky interests predicted the
abolition of saloons in Kansas would
injuriously affect the material prosperity
of the state. and falsehoods intending to
confirm this view are constantly invent—
ed and circulated in every section of the
country. and especially in states where
movements are being made to banish
saloons.
The Prohibition amendment to the
constitution was adopted in the autumn
of1880. and the first laws enforce it
took effect in May, 1881.

As late as January, 1885. saloons were
open in fully thirty of the larger cities
of Kansas. Steadily but surely public
sentiment against them spread and in-
tensified. The small majority that had
voted for the amendment was reinforced
first by those law - abiding citiiéns who
are always willing to subordinate person-
al opinions to the majesty of the law;
second. by an a qually large number
who. observing the practical results fol-
lowing thé‘ abolition of saloons in difl'eb
ent cities and towns, became convinced
. that Kane-a would be more prosperous
and happy in all respects. and a better
community if it had not an open saloon
within its borders. So sentiment in
Kansas against the liquor tramc has
grown and strengthened. until to-day I
very much doubt whether of its 300.000
male voters more than '75.000 would, it

newspapers. In 1880 only 53 towns and

each. In 1537 more than 200 towns
have caéh over 1.000 inhabitants. Fully
23 have each ovcr 5.000. and four have
each over 20.000. In 1880 only S.SG\‘.000
