hopper. closets are well adopted to the
uses required, the- flushing \viu sull‘tc—

appreciable contamination of the utmost
phere of the school rooms is likely to oe-
cur from the water closetsyso longus
they are kept in us good repair as wit u
I saw them. The conductors hiking wa-
ter from the roof are connected with the
sewer without intervening traps. It“ the
roof was flat, so that the condo tors an
opened high above the “‘Illtl\)\\~i, thi re
would be no serious objection to this.
But 93 it is a manszird roof. and conse-
quently with windows above the roof
gutter, it is possible that the uninterv
ruptcd escape. of sewer gas through the
conductors may pass in at these win~
dows and so pollute the air within. 1
would therefore recommend that traps
be placed at the bottom of the conduct
ors to isolate the sewers. There are sev-
eral basins in the building which have
traps beneath the floor. It would be
better if the traps Were close under the
basins. But I was told that up to it
quite recent period the basins had not
been connected with the sewers at all.
but had discharged directly into the cel-
lar bottom and had done so for years.
Such discharges would of course eontnm‘
inate the soil and render the ellluvia un-
hemthy. Another fact stated, induces
me to think that the contaminated soil
of the cellar and of the grounds about
tho building is the real source of the
sickness. Beforetheconstrnction of the
preaént water closets. large leaching
privy vaults. had occupied the yards in»
hind the building. The daily‘use of
(hue privies by 500 Children must have
caused an extensive saturation of the
ground for a considerable distance.
The surface soil is gravelly and porous.
Liquid excrementitious film would easi-
ly penetrate it. If assume facts seem to in-
dicate, thcre is an impermeable stratum
of clay or rock not. very deep, preventing
its downward absorption, then this very
large deposit of fluid excrement would
easily flow in latteral directions for an
. Indefinite space and readily find its way
beneath the basement of the building.
In that case the basement bottom of the
school house is more or less charged with
the leakage from those old privy vaults.
Again during the winter, the ground
outoido the building was frozui, and
"eonsequently‘air tight, but the high
temperature of the building would make
it not like a chimney, and draw the
ground air through the unfrozen cellar
from under the frozen ground around it.
The ground air under and about buildings
is a very potent factor in its influences
upon health. ‘ The air in a basement
of : building standing upon such pol-'
lutedgtouud would necessarily be unheal—
thy, and it would naturally rise to the
rooms thrive, and so contaminate the
air throughout the building;
result was more certain and inevitable
by reason of; the peculiar arrangement
of air supply to the furnaces. The cold
air boxes, so called, I found were con-
structed withavalve like door in the

doors, and ensured a supply of cellar air
tothe furnaces, to be heated and then
delivered through the registers directly
