Anotlu‘r Offer for the Derby.
\V. ll. Starbuck. the New York repre
sentative of the New York & New Eng-
land railroad combination, appeared be-
fore» the New Haven board of finance
on Tuesday evening and amended his
offer of $250,000 for the city’s interest in
the. Derby railroad by agreeing to extend
the road to connect with the New Eng-
land road within one year, and to liquid-
ate the first mortgage bonds held by the
city, and to change the second mortgage
bonds to the first mortgage bonds. He
further agreed to maintain a competing
line of steamboat: to be run in connec-
tion with the road from New Haven to
New York. The board will consider the
several offers made Thursday evening.

turers, Makers and Finishers, and they
now go forth to the local associations
for acceptance.
The resolutions, which we print. halo-r,
are of a most important character, end
if alopted by the local sssociutions vrill
practically prevent any repetition of the
trade disturbances that have been such a
source of loss and annoyance to both
sides in years past.

tions will adopt them, as they have been
carefully studied by their representr
tives.
The resolutions mark a new era in the
halting trade, and speak volumes for
the intelligence and views held by the
officers of the Journeymens‘ Association.
By their adoption the hat trade will he
place-d at the front as pioneers in a proo-
tlcal adherence to the theory of arbitrr
lion. and set an example that cannot
fail to be of vast benefit to their fellow
craftsmen in all lines of t ads.
We urge upon all the local associations
the importance of prompt and concur-
rent action upon these resolutions, and
thus drmousrrate that they want noth-
ing but right and Justice.

fail to react with overwhelming dials

of any dispute the men shall continue at

any arbiiration, the increase shall date
from the time of the demand, smiths
excess of money shall be refunded. The
Journeymen‘s Local Associations shell
be liable for the excess of wages paid to
the men. and the Msnufacturers’ Local
Associations shall also be responsible {or
any excess due the journrymen.
\‘I. Escaped, That manufacturers
shall have the privilege of hiring fore—
men for each department, such so sizing,
shaving, stiffening, and blocking when
they deem it newssary, and thot such
foreman, when not. otherwise employed
shall fill their time vvith a pro nth share
of the work coming through in their
