business was the reports. which are
appended in full. The District Commit-
.tee‘s report is a concise and complete
document, and its recommendations mcct
with general favor.
At the conclusion of the reports it was
voted that the school committee shall
hereafter be divided into three classes,
holding oilicc for one. two and three
years: and that annually thereafter one
member of the committee shall be chOscn
by ballot for three years. This was op-
posed by J. M. Ellendorf. Chas. R. 'l‘owu~
send and David R. Sclleck. but the reso.
lution was passed by a large maj iriiy.

The management of the schools of the
district has remained subsianiially un-
changed during the year just closed.
An increase in the number or grailcs at
Concord St. from three to livc necessi-
tated the employment of two or more
teachers. and Mrs. )1. ll. \liiclicll and
Miss Emma ll. Smith, both well known
in our schools were appointed to tho
new positions. Your committee can
speak in terms of high praise of the prcs—
cnt corps of teachers and of the work
that is done in the different grades. The
instruction is thorough and practical
from the beginning. and the specimens
of penmansliip and other \vorklrto be
found in the lower grades rclloct great
credit on all concerned. The course of
instruction thus begun is well sustained
in the intermediate and higher grades.
The good woik done by tho high school
is seen not only in.the disciplini- it gives
those scholars who share immediately in
its benefits. but in the in ilucncc it cxoris
in many ways upon the school at large.
Under its present management this
school commends :itself to the increased
confidence and support of the communi-
ty.

The school aCCOIllllltfilllollS of the dis-
trict have been greatly increasisl during
the past year by the improvements made
at Concord St. In place of the former
structure with its three unattractive
school rooms, badly ventilated and light~
ed. deficient in their appointments and
overcrowded with children. we have :i
,, building with eight commodious. wi-ll
"lighted rooms, provided with cllicient
means for heating and ventilation, con-
veniently arranged uni amply meeting
the present requirements of the district.
Five of the rooms are now occupied and
it was thought unnecessary to complete
_ the furnishing of the; remaining three
rooms for. the present. or until they
should be needed. Any early opporiuni—
ty should be taken to construct new
water closets and connect them Will] the
sewer. The total expensesthus far in-
curred on account of the new building

The raising.“ the grade of Franklin
St. rendered some action necessary in
regard to the,scbool grounds adjoining.
Kluge amount of filling has been done
and more will he required to bring the
lower part of the school yard up to a
proper grade. Curbing has been put
in and a walk should be laid on West
and Franklin streets. Walks should also
belnid across the school yard in the di-
rection of the different approaches to
the school house. The arrangement and
condition of the Water closets and sewer
connections at the Franklin St.. school
were brought to the attention of your
committee and itwas deemed best that
a thorough examination of the premises
should be made in order that: the whole
subject might be fully understood and
action taken by the district accordingly.
This matter was placed in the hands
. of Dr. C. G. Bohennan who called in the'
' announce of Mr. W. P. Gerhard of New
York, a consulting engineer for sanitary
work. of gm: reputation and authority.
Ir. Gerbud has made an examination
and rendered a comprehensive and de-

With a four years‘ course. and three teach-
ers, beside the clisses heard by the l‘rin-
cipal. The needs of the children. the
number of pupils sent to this school by
the town. and the pro rain of the taxes
paid to the town by the property in this
district warrant this.
Repairs—Quite an cxtensive repair of
the blackboards will be necessary this
summer. It may be possible to begin
the introduction of slateboards as in the
Concord St. School.
Division “Districts—Some confusion
exists among pawnis as to where their
children should attend school. A pub-
lished division of the district for the
grades of the school will avoid imputa~
tion of favoritism. . ,
' * FINANCE.
I recommenl to the committee to urge
some action in regard to a truant oiiicer.
In the past two years it had been a mat-
ter of pride with me to know that no.
child of school age in this district was
out. of school. My efforts, backed by an
able truant oilicer have discovered and
brought into school, boys and girls from
10 to 14 years of age who could not read,
and some of these born in So. i‘orwalk.
The action of the Board of Sélectmen
has deprived the district of the services
of the. truant oflicer since January. and
the number of children out of school is
anything but a credit to us.
Both schools are efficient and the pup
ils appear to enjoy school life quite dif-
ferently from the traditions of the ‘lag-
gard school boy.’
With my teachers I have to regret the
almost total absence of visitors to the
school. Were ‘p not for the committee
and School Visitors the face of an adult
would be a rare night in our school
