HORSE RAILROAD TRACK.
The annual repairs of streets are in
progress. and the futile eflort is 111-1111;
repented of trying to make a good road
bed on West avenue. This street can
never‘be put in proper shape , until the
horse railroad is raised. In some places
the track is nearly a foot below the true
grade of the street. and the consequence
is the road bed each side of it cannot be
put in shape to throw the surface water
in the gutters, and - therefore it stands
in the low places,~and the street is never
in the condition it ought to be kept for
the money expended on it. It is true
that it is but a few years since the rail-
road company went to the expense of
raising their tracks. and they seemed to
have got them well up, but time has
shown that they were not raised high
enough. If the track should now be put
on a grade given by the city surveyor.
all trouble in the future would be avoid-
ed. The Council ought to give this
matter their immediate attention. We
believe they would have no particular
difficulty in persuading the railroad
company to raise their tracks.

will be no excuse for us if we behave

What surprises us is that some of the’
leading dailies of the state and country
claim that President Cleveland got into
apet because the Snxrixm. found out
th‘t he had offered Mr. Hyatt and Mr.
Hyatt had accepted the treasurersbip of
the nation. These journals must‘have a
poor opinion of the president It. is a
libel on the manhood and dignity of the
chief executivolof the country to suppose
that he would be annoyed by so insigni-
‘ floant a matter.and still worse to presume
that he would let any such thing influ-
ence him for an instant in the selection
of a,man for so important. a position.
Presidents are not made of men of that
" character. Men so little as to take of-
fense at such trifles donut fill so large
positions as the presidency of the I'nitcd
States.
Any one who knows Mr. Hyatt at all
knows he is a'v’ery discreet man. He
certainly is not given to communcative-
ness about h1s private affairs. sIIe cer-
talnly did not give the Snxrixnt. its in.
formation. and we are quite sure he did
not go to New York and sit for his pic-
ture and relate his history to have it ap-
pear in the New York Sun as has been
declared. Those who have the History
of Fairfield County can easily ascertain
the source of the newspapers information
about Mr. Hyatt. and it is a very easy
matter for an enterprising reporter to
secure a picture of so public a man.
If we had not offended the Hour‘s re~
fined sense of journalistic propriety we
should feel a degree of pride in having
been the first paper in the country to
congratulate Mr. Hyatt upon the honor
which has been conferred upon him; vet,
notwithstanding the severe rebuke we
have rooeived. we do have a sort of no-
tion that we congratulated the right
man about the right time. But. as we
may possibly be mistaken, we again very
sincerely congratulate United States
Treasurer James W. Hyatt. and repeat
our best wishes for his success in his
responsible position, and hope that he
may find its duties pleasant.
THE OYSTER comnssm. 1.
The house this week unanimously vot-
ed to abolish the Shell Fish Commis-
sion. and to appoint in its place an agent
to be known as' the state agent. This
measure has been strongly opposed by
the present commission and a powerful
lobby. A majority of the committee on
fisheries reported that the bill ought not
to pass. but a minority report. signed by
Representative Head of New Canaan,
chairman of the committee. and two.
members was made, and the subsitute
bill casted by them was adopted.
The billoame before the Senate yes-
terday. and after-a long discussion was
rejected. What will finally become of
it cannot now be stated. .
no bill provides for the appointment
of“ agut who will take office the first of
July. tot-e vested with the power and
present commission.

agent in the hearing and decision of the

ploy engineering assistance at an expense

lowed for stationery, room hire, postage.

do it on the street; and in their barracks.

No one objects to numbers in themselves
considered. A bow drawn at a venture
may reach some heart.

would have found the number compara-
tively large. If you can imagine such
an audience in suclta frame of mind as
benefiting a living. abiding congrega-
tion, your imagination must be strong."
He neither sought nor wanted an addi-
once so composed. What, he said. he
did want, is a’people who can be relied
upon to fulfil their own covenant volun-
tarily taken; for their presence notwith—
standing temptations to absent them-
selves: for their activity under the con-
stant demands for workers; for their giv-
ing under the conditions of self sacrifice.
A congregation so composed will grow
in numbers and in grace and in the
knowledge of Jesus Chri‘st, and will live
and grow after its pastor is removed.
For unity and the proper manifestations
of it in union meetings, the exchange of
ministers, the extension of oourtesies
from one denomination to another. the
absence of selfish rivalry between minis-
ters and churches. Mr. Ross said he
longed with an unutterable longing.
He closed by saying: After I had
written the hitory of this church, 1 had
the opinion which I still retain, that no
pastor of it among the eight who have

stand that there has been a rumor around
town that I left the place. I did not go
away with any bad intention. The rea-
son why I left was on account of my
poor health brought on by trouble and
hard work. My doctor advised me to
take a rest. as his medicine did not seem
to do me any good. I wish it to be un-
derstood that I am no fugitive for any
crime I have done. I have lived in Nor.
walk since the election of James Buchan-
nan as a law-abiding citizen. Have
never been before a Justice of the Peace
inall my life. I do owe some dPhis in
Norwalk which I intend to pay. So is
the United States in debt; that is no dis-
grace. I have never left a place. that I
was afraid to come back again. In order
