Fitch‘s Home. The document is brief.
commendatory of the trustees. appolo
getically condemnatory of Mr. I‘eliiam.
and altogether thoroughly inconsistent.
The finding in relation to the trustees
and recommendation regarding the
superintgndent are remarkably anoma-
lous. During, the‘ investigation the
trustees testified that Mr. l’elhain had
acted under and in accord with their iii-
atructions, and to emphasize their rip-
proval of his management of the Home
they, while the investigation was in
progress, increased the superintendents
salary. How. in the face of such facts.
the Hospital Board and the trovernor
can exonerate the trustees and censure
Mr. Pelham is beyond comprehension:
and what can they mean by saying that
the trustees “have not knowingly per.
mitted of the state of affairs as shown

' " by the investigation,“ when in fact the
trustees fully endorse superintendent
Pelhiun.
The whole matter presents very much
of the character of an expedient on the

of a conspiracy against Mr. Pelham.

Board have concluded that some person
of higher administrative capacitv. and

The inmates of the Home made no for-

the abuses presented to the Soldiers Hos-
