pendent. He admits that it is a great
tu‘oillotcrof revenue, having increased
that in the stateueaily four tiiillionsand
in the city over one million; but this is
only sittliiit: revenue over against liti-
man stillerinzand crime. l‘iilessinoney
is of more coiisi tpit iice than virtue and
liappiniss. the question of more or less
revenue has no place in a discussion of
the “drink question." \\'lieii this coun-
try comes to the point where it is will-
ing to sell the virtue. the happiness. the
well-being for time and for eternity. of
its people for the sake of revenue there
will be nothing in the country worth
saving. Hence we set the question of
revenue wholly aside.
As to high license lessening the num-
ber of saloons. Dr. Johnson shows that it
has done so. In t‘liicago it has caust d a re
duction of ‘U ‘s: iloons tlioiich that Ie :~i\i s
3.300 still existing ~— quite a stitlicient
number to preclude the necessity for
anybody going dry. lint this reduction
is worthy of notice. from the fact that
“the saloons thus closed were the most
orderly. the least patronized and the
least objectionable in the city." They
were mostly groceries, in the outskirts
of the city. where a bar was kept. mainly
for purpose of treating customers. The
patronage of these would not compensate
for $500 license fee and so they closed up.
But. none of the gilded saloons or low
dives were closed—not even the “black
holes “ of the city. Hence there has
been no real gain to the city in the less—
ening of the sale of intoxicants nor in
the suppression of intemperance. Neith-
er has it tended to elevate the character
of the saloons. as appears from the re-
port of the grand jury which says:
“Dives of the lowest order defy the ctty
ordinance by keeping open from dawn
until midnight. and from midnight until
dawn. wherein congregate disreputable
women. thieves and criminals well-
known to the police;" and yet the police
do nothing to break up these dens of
iniquity. because the commissioners who
appoint these policemen will not uphold
nor allow the doing of this. In fact, in
runny cities the commissioners derive
large revenue from these dens, and of
course. do not propose to interfere with
their own business.
But worse still is the farther testimony
of that grand jury. It says: uWhat is
known as the ‘dago-shop nuisance‘—the
toleration of dens of iniquity on pro-
minent thoroughfares. under the guise
of oyster and ice-cream saloons, but
which are licensed to'do a dramshop bu»
aincas by the city of Chicago—is becom-
ing entirely too prominent. To such
places may be traced the ruin of thon-
aands of young girls and unsuspecting
females.” It could hardly be expected
that there would be much eleva-
tion in the character of saloons under the
away of city authorities which grant
licenses to such "dago-shops" where
young girls are ruined and womanhood
debauched. And yet what is true in
Chicago. in this respect, is true in every
license city in the land; it is true of the
cities in Our own country. But the
lwurstl’enture of all is that moral and
christian men allow the continuance of
this state of things by putting the power
of rule into the hands of the vicious or
viciously inclined. If the better element
would combine. irrespective of old party
affiliations. it could wrest the power or
mice from those who pander to vice and
drive out these dean of iniquity, and un-
til th‘w comes to pass it will make little
difierenoe whether license be high or low.

There is yet wide-spread misunder-
standing concerning the steps necessary
to lecture constitutional Prohibition.

has been proposed by a majority of the
homo! rein-enhan- it goes to the
people for approval. and then come.
back to the next legislature for approval
by a two thirds vote of each house, thus
becoming a part of the constitution.
If this were the manner of procedure.
it. would give any political party the op—
portunity to test the popular feeling
fully before committing itself. or the op-
portunity which the republican party of
Connecticut seems to desire. But this.
very fortunately. is not the method.
The framers of the eleventh article of
the t‘oiinecticut constitution did not con~
ceive of a political party as simply a
weather-cock. almost remaining aloft
and shifting with the breeze. They pos-
smsed the broader and only true view
that political parties are the result of the
growth of conviction among the people.
that among a few as a leaven. then
spreading with the irresistible force of
truth until it actuate-s the majority.
Such is the genesis and growth to suc-
cess of every great political party. and
such parties are wortlilly made the arbi-
ters of public interests.
With this truth in mind. the framers
of the article in question provided. not
only that any amendment shall first be
proposed by a majority of the house of
representatives. but tint. before it goes
to the people. i! must be ‘3 approved."
