of the association by reason of his not
having paid the fees prescribed by the
by-laws of the association. Mr. Knapp
claims that the association has no such
control over the funds : that it is appro~
printed by the state for injured firemen.

titioned for by property owners, and
heads of families living on the Ave.,and
after a decided vote had been taken at a

when asked for by heads of families and
a vote of the city council directing the
board of commissioners to expend a por-
tion of the excess of' the funds then
amounting to above $3,400. in laying the
pipe and furnishing the water petitioned
for.
The commissioners put forth to sus-
tain themselves in the position taken
the argument. that their predecessors
had always decided those matters tor
themselves, and that the council has no
authority or control over them.

The commissioners of former boards
laid a solid foundation for the success of
our water works. and‘ the temporary ob~
stacle placed in the way of the purposes
for which it was intended can be 0 but
short duration: the annual turn of the
political wheel will soon rotate into
oblivion any man or set of men,
who attempt to use their official position
to gratify a personal spite or to stay or
retard the steady advancement of our

An Old Book.

through a very old book through the
courtesy of Mr. Edward P. Law. The
title of the book is “The charter granted
by His Majesty. King Charles II. to the
Governour. & Company of the English
Colunly of Connecticut in New England
in America.” It was printed in New
London in 1750, and sold by Timothy
Green. Printer to the Goveruour & Com-
pany of the above Colony. Besides the
charter it contains the “acts and larva
prised by the General Court or Assem-
bly of His Majesty‘s English Colony of
Connecticut." passed up to year of puh‘
cation. These laws sound quuiiit.and in
many instance harsh, but they were in
the main of a wholesome character. and
some of them might. be restored to ad~
yantage. The book is remarkably well
preserved. and tau relic that is highly
prized by its possessor. ,
