l tervals, nearly all that time has been passed
within prison walls. In 1844 he first ap-
peared at the Maesachusetts prison gate, at
l the age of twenty-four, under the name of
Thomas Hyatt, sentenced to three years an a
common and notorious thief, having been
, but a short time before discharged from the
l, Connecticut State Prison, where he had
bcrveul a like term for a similar offense. He
was discharged on the expiration of his term
. but appeared again in 1850 under the name
‘3 of (‘imilcs ’l‘uttle. sentenced to another three
ycnrs for larceny. He was ,duly discharged
and departed rejoicing when his time was
up, only to return as John Burt in 1854, on
three sentences of two years each for as
manv charges of larceny. He had always
proved a troublesome customer to the ward-
ens and this term was no exception to the
rule. He was again discharged in 1860, and
returned to his old stamping ground, “ the
1 land of steady habits." There he kept
steadily on his course, and once more found
himself in his favorite asylum, this time in
his original cage. Having served his eighth
term, he returned to the Bay State, resumed
“ business,” and succeeded, as before—in
getting into prison, where his name was
booked, in 1868, for another three years, and
now he is in fair way for a third residence
in Wethersfield. He begged hard on Tues-
day of Warden Haynes of the Massachusetts
prison for his intercession, but the oflicial
had no power to aid him, and now It the
age of fifty years, his prayer-ram dark for
another long term in gloomy confinement.

fled to an adjoining building. and the guards

rado. At last he was discovered hidden un-
der the floor of the look-Out at the summit
of a. lofty tower.
Sword in hand,_he fought like a demon.
Riddlcd with shots and slashed with sabre
cuts, he still kept his assailants at bay. At
last they rushed upon him in a body and
pitched him from the tower, a height of six
stories, Into the prison yard. Marvellous to
relate lie was not killed. He fell into a cart
load of rubbish, but in a day or two after-
wards 'uc died of his wounds.

Sec. 5. The insurance commissioner shall
demand and receive the following fees from
insurance companicsz
For receiving and filing annual report of
insurance companies chartered by this state
ten dollars.
For valuation of policies of life insurance
companies. one cent for each thousand dol-
lh: insurance value.
For certificate of valuation. copv of report,
or certificate of condition to be filed in any
other state. five dollars.
Sec. 8. No fire insurance company organ-
ized under a charter granted by this state, or
doing business in this state, shall expose it-
self to any one loss on anv fire risk or haz-
ard. to any amount exceeding ten per centnm
of its paid up capitsl.
Sec. 7. It shall he thc duty of the prcsi-
dcnt or vice-president and secretary of each
fire and marine insurance company incorpo-
rated by this state. annually in the month of
January, to prepare under their on oath,
and deposite in the omce of the commission-
er of insurance of this state a statement of
fire condition of such company on the 215!
day of December next preceding, exhibiting
the following facts and items in the follow-
ing form. namely:
lst. The amount of capital stock of said
company.
2d. The property or assets held by the
company, specifying :
1. The value or nearly as may be, of the
real estate held by such company.
2. The amount of cash on hand and de-
posited in bank to the credit of the compa-
ny. specifying in what banks the same are
dcmsi'ed.
3. The amount of cash in the hands of
agents and in course of transmission.
4. The amount of loans secured by bonds
and mortgages, constituting the first lien on
real estate. on whibh there shall be less than
one year's ln‘e est due or owing.
6. The amount of like loans with one

state the amount of premiums received and
lesson paid in this state during the preceding
year. so long as such agency continues: and
the said commissioner on being satisfied that
the capital securities and investments remain
secure, shall furnish a renewal of his certifi—
cate as aforesaid. Any violation of the pro-
visions of this section shall subject the party
violating to a penalty of one hundred dol-
lars for each violation, to be recovered in the
name of the treasurer of this state, by action
on this statute, one half of which shall be
paid to the person informing, and the other
half to the treasurer for the use of the state.
The term agent or agents used in this section
shall include an acknowledged agent or sur-
veyor, or any person or persons who shall
in any manner aid in transacting the insu-
rance business,
Sec. 12. Before any license shall be grant-
ed or renewed to any insurance company or
association incorporated by or associated un»
dcr any foreign government. such company
or association shall, in addition to the re-
quirements specified in the act to which this
is in addition, file with the commissioner of
insurance of this state a co y of the last an-
nual report or statement, i any, made under
any law of the state or country by which
such company or association was incorporat-
ed or associated, also a certified copy of their
charter or deed of settlement.
Sec. 12. It. shall be the duty of the com-
missioner of insurance of this state, whenev-
cr he shall deem it expedient to do so, either
personally or by a committee to be appoint-
ed by him, and to consist of one or more
persons not directors, officers, or agents of
any fire or marine insurance company do-
ing business in this state, to examine into
the affairs of any fire or marine insurance
company doing business in this state; and it
shall be the duty of the officers or agents of
any such company to cause its books to be
opened for the inspection of said commiss-
ioner or said committee, and to otherwise
facilitate such examination so fat as it may
be in their power to do so; and for that pur-

ed directly by the board of managers or div
rectors of such foreign insurance company.
and a duly certified copy of the vote arr-eso—
lution by which they were appointed shall
together with a certified copv of trust, deed.
or instrument, under which they are to act,
be filed in the ofice of the commifiioner of
insurance; and the said commissioner shall
have the same power to examine inch trus-
tees or the agent or attornev of such com—
pany under oath, and their nets, books, and
accounts. either in person or by one or more
persons to be appointed by him, as h law

and accounts of any company authorized to

that the net capital for which the last cer-
tificate shall be outstanding has been mater—
ially reduced the commissioner may call in

Sec. 19. No foreign insurance company.

admit to transact the business of fire in-
