& Co.. l.td.. of London. England.

0140.800 on December 01. 1024. In[
lccnslueratlon. C. T. Bowring at Co.
lhad received a. favorable contract
for the placing of all excess relu-
surance desired by the three com-
panies in the Actna group. None of
these payments was charged to bor-
rowed money. but all were used as
credits to ocean merino reinsurance
losses. fire commissions and com-
missions cn various other lines. The
loan: were reduced by collections of
old claims from foreign reinsurers
and various foreign salvage items
which were paid directly to Bow-
ring [by the company's collection
ages. We find that these calico-
tions did not go through the books
at all. but the company kept a.
memorandum of the balance due
Bowring.

"On December 81. 1922. the bal-
ance was 842t.987.80: on December
81. 1923. It was “08.048.38: on Dec-
ember 31 1924. it was $524,987.71.
None of these balances were carried
as a liability In the respective en-
nuai statements.

“On December 80. '925. the com-
pany cabled Bcwring tho amount of
$185,131.84 and credited that so-
connt. in its agents' balances. with
il'lf.871.ii‘f. thus liquidating the
three loans. The payments were do-
bltcd to ocean marine losses and var-
ious commission accounts. The rc-
payments exceeded the loans by
531.183.69 due to tho diffcronco in
foreign exchange.

port. we have property shown these
two transactions.

were stated in the annual report as

ing liabilities erising out of that

emerged that those in actual con-
trol of affairs had been set upon
getting as large a volume of busi-
ness as possible. and that under the
ntimulous of this desire the; had en-
tered into many treaties and con-
tracts which thoy should have seen
to be improvidcnt. and which result-
ed In excessive louse. They had
agreed to pay unreasonably large
commissions. They had placed the
writing of policies under the control
of organisations whose main interest
lay in doing a large business for the
sake of commissions. and reletlvcly
little in securing basins. which
would be safe or profitable.

Dominion of Canada license for firc
and inland transportation insurance
and held marine and inland trans-
portation Insurance licenses in the
Provinces of Nova. Scotia. Ontario.
Quebec. British Columbia and Ma- -
nltobn. It was also licensed in
Cuba. It wrote direct ocean marine
insurance In England. and through
reinsurance treaties. accepted both
fire and marine risks in all parts
of the world.
