far as possible this should be used
on the city dumps. The Water St.
dump became entirely filled early in
the spring leaving only the New
Chilean Ava. dump and that on Sea.-
view avenue available for the bal-
tnoe of the year. during which the
collections consisted mostly of gar.

moat precaution was therefore nece-
ssary to avoid undue nuisance from
those dumps.
Maintenance on the New Canaan
dump was considerably improved by
collecting ashes separately during
the winter. sterina them in piles and
using then: during the summer as
cover for the garbage. Tho dump
was also levelled and some gre-
planted. which also improved the
appearance of the area. A heavy
chain was placed across the on-
trance and )tept in position by
means of a padlock at such times
when the caretaker was off duty.
thus eliminating the objectionable
feature of promiscuous night dump-
ing. It seems rather significant that,
no dump fires have occurred since
this chain was placed. A large sign
was erected indicating the hours
during which the dump is open and
giving notice that dumping shall be
only under the supervision of the
caretaker. A small shelter was
erected for‘ the caretaker. in which
fire hose is kept so as to be immed-
Ilntely available in case of fire. Dis-
infectant is also kept in the shelter
to be used when necessary to keep
down flies and odors.
The Saaview avenue dump is un-
der the supervision of the Bridge
Committee. who maintain a full
time caretaker on the dump. More
material. however. is collected than
one man can properly handle. hence.
as a matter of cooperation it will
be necessary for us to detail a men

store ashes during the winter ,on
this dump. to be used for cover dur-
ing the summer and to put some or
the surplus fill from paving jobs

quired. costing in the neighborhood

that some of this cost could be ol-
set by generating and utilising steam
and selling clinker, but this seems
to be a somewhat uncertain proposi-
tion. The improvements that are
being made in dump maintenance
may be expected to reduce nuisanoa

the immediate future. reasonably
satisfactory conditions are anticipate
ed. The question of installing an
incinerator. therefore. may well be
deferred until other civic needs.

and metal. to make necessary sur-
veys and obtain other data so that
a comprehensive plan can be devel-
oped.

noted, our current appropriations
will allow for the installation of a.
comparatively small amount of ne-
ceasary sewers this year. It is not
reasonable to expect that funds for
the extensive improvements required
can be raised from current taxes,
hence a bond issue will be required.
Recommendation is therefore made
to the Council to take proper steps
'to provide a $500,000 bond issue for
these improvements in the Fourth
District. the. bonds to be sold at
such times and in such amounts as
work immediately at hand may re-
quire.
Calf Pasture Beech

of the beach and it is our purpose

tions so that they will eventually
