Health Congress in session here.
Dr. Crumblne urged that the pub-
lic demand security of tenure and
freedom from unjust poiitioel inter-
ference for their health odicors such
as is assured to chiefs of fire de-
partments under the fire insurance
rating plan. He also outlined a
method whereby life insurance com-
panies might build up a system of
credits or debits. similar to that
‘ used by fire insur'ance com-
panies. which with a basic rate
would dete'lene the industrial and
life insurance rates of residents of a
city.
“Is not the health hazard of the
people in a city with a pure water
and a safe pasteurized milk supply
greatly lessened?" Dr. Crumblne
asked. "Will not the mortality from
diphtheria be greatly reduced or
even eleminated by an efficient
health department continually and
insistently immunizing pro-school
children with toxln~antitoxin2 Will
not deaths from tuberculosis be cut
in half by the intelligent use of well-
known means if made available to
an efficient health officer?"
