why he is against the World Court
plan and why he opposes the en-
trance of the United States into
this great tribunal. As we study his
speech. it seengs more apparent than
ever. that tho weight of the some.
tor‘s lappeai lies mostly in the logic
of his arguments. He does not
make forceful arraignment of the
court and he does not make it clear
why he is opposed. but nevertheless
we tfcei that were we within sound
of his voice. we should be swayed
by his eloquence.
.Thc senator insists that he is on-
posed to the court because it stands
for the employment of force by one
nation against another. He asserts
that for two thousand years the
world has been bowing down to
force and that the only hope of the
universe for lasting peace depends
upon the employment of some other
method of; restraint. That sounds
nicely. even in the government
printing office type, but it is spec-
ious because it is not based. on a
sound reasoning or understanding
of conditions. ‘When all the world in
united in fatherly love. when all
people are at peace. when jealousy
and suspicion are iranished from
the earth. when we can have :l sow
r-rning body that will not have to
employ force as a restraint.
So long as one nation is suspic-
ious of another; so long as intrigue
and cunning diplomacy are domin-
ating tractors in the relationship be-
tween nations. just. so long must
there be the threat of force, or
force itself keep peace on earth. It
is just as silly for the senator to
argue :agolnat a world court which
has force as its keynote. fill it would
be for him to attempt to do tawny
with all the soldicry. the militia
and the police of this country.
Force must be used to curb the un-
ruly, the selfish, the evil, until the
great mlllenlllm comes to give us
lm-i. instead or force as our guiding
star. l7tlill then we must depend
upon the honest nations and the
honest people to keep the peace. by
the threat of force when the un-
ruly do wrong.

lean business interests in Mexico who
dislike the present Mexican Govern-
ment and certain of its policies in
respect to oil. it is inspired also
by ecclesiastical interests which re—
aent the effort of the Mexican Gov-
ernment to carry through a complete
separation of church and state.
