shame of Tia Juana was not entire-
ly born in Mexico. It is partly an
American product.

lette palaces and houses of ill fame
are owned and operated by Amvri.
cans. Most of these men live in San
Diego. Tia Juana is their place of
business.
_ Mexico. of course. is responsible
for allowing these places to run
wide open. for tolerating oiflcials of
the sort that would permit such a
thing as the outraging of the Petect
girls to happen. But Mexico is not
solely responsible for the establish-
ment and operation of them. That
is a blot that rests in large part on
the record of Americans.
