law, he informs Mayor Behrens, in
a letter sent yesterday.
The matter of the “ripper" law is
closed insofar as the governor is
concerned. he says in concluding his
reply to the demands made by May-
or Bohrens last week. Governor
Trumbull asserts he proposes to
stand back of tho. “ripper" board.
Only in case or emergency may the
'governor call a special legislative
session, he says, and he cannot con.
ceive that such a situation is now
